FY 2009 ARRA COLA/QUALITY IMPROVEMENT ARRA COLA/Quality Funds were used to give and maintain a COLA of 3.5% to employees of the EHS program. In addition supplies, training and resources were provided to center based partners. Translation of EHS materia
