FY 2009 COLA/QI ARRA Cost of Living Adjustment and Quality Improvement Funding. This COLA award provided for a cost of living adjustment of 1.9% to the wages of all 120 Head Start staff. The QI funds were used to provide salary enhancements for 48 teac
