We will focus on four major areas. ? Increase the XX55?s operating life to greater than 2,000 hours and meet the durability requirements of a 2.29 meter drop plus standard military specification testing (810F/G, fuel cells.) ? Reduce weight from the system and fuel to achieve a target weight of roughly 10 pounds. ? Implement novel catalysts and system design in order for the fuel cell to provide power in 2-minutes. ? Achieve noise output of 5m non-aural detectability. This proposed effort will spiral these new features into our existing XX55 RMFC fuel cell, and result in dramatic performance and reliability improvements over the current version. Once this goal is achieved, UltraCell will implement process improvements and manufacturing enhancements so that the fuel cells delivered under phase II of this project will be built off a standard production lot with full documentation. This will decrease unit cost and improve manufacturability and reliability. Final deliverables will be manufactured at our Dayton Ohio facility, under and industry standard quality plan. As stated above, this effort will implement significant improvements to our XX55 fuel cell. The XX55 is a scalable and upgradeable technology. Initial versions delivered to the Air Force in early 2009 were fueled by a mixture of water and methanol and delivered 50W of power. We are currently adding water recovery to the XX55-WR to further increase its energy density, and the additional improvements in this proposal will be added to the XX55-WR. Future versions will be aimed at including higher energy density fuels such as JP8 and butanol resulting in energy density >1000Whr/Kg. The initial versions of the XX55 were tested by the Air Force and significantly improved during mid-2009 to include higher altitude operation and faster startup time along with improved reliability. All XX55 variants offer built in hybridization to allow the fuel cell to either recharge batteries, or maintain battery state of charge in a hybrid power system such as Air Force Battlefield Renewable Integrated Tactical Energy System (BRITES).... The California Department of Public Health has been banking newborn specimens statewide since 1982 (N~14 million) and maternal prenatal specimens for a portion of the state since 2000 (N~1 million), creating one of the largest, if not the largest single biological specimen banks with linked data in the world. With the fast pace of new knowledge in genetics and laboratory methods, the demand for specimens and data from researchers around the world now far surpassess the Department's ability to fill them. The goal of this infrastructure development project is to create an efficient, high throughput, low cost newborn screening and prenatal/maternal screening specimen biobank and linked data base that could be used by large numbers of researchers around the world for a wide range of studies through the following aims: (1) establishment of highly efficient protocols and procurement and integration of automated systems for pulling and processing specimens; (2) development of an integrated specimen tracking system into the Department's existing web-based Screening Information System; (3) development of a computerized system to track application requests for specimens and data; and (4) development of a linked screening program-vital records database that is organized into a life course, client based system. These aims will be accomplished through expansion of the Department's award-winning Screening Integration System to include web-based tracking of specimens and research requests, and use of an innovative machine-learning record matching application for high-performance linkages. After the 2 year grant period is completed, the California Research Ready Biospecimen Bank will be able to provide researchers with valuable biological specimens in a timely, cost-effective manner, thereby enabling a dramatic expansion of epidemiological research nationwide. Homelessness Prevention and Rapid Re-Housing Program (Recovery Act Funded) The U.S. Department of Housing and Urban Development awarded $1,421,551 to the County of Contra Costa for the Homeless Prevention and Rapid Rehousing Program. In collaboration with other local jurisdictions and agencies, the County has awarded a contract to a local non-profit, Shelter, Inc., in the amount of $1,260,000, to act as the lead agency to provide homeless prevention and rapid re-housing services countywide. Shelter, Inc. has twenty-two years experience providing homeless prevention services and fifteen years providing rapid re-housing. In addition, in partnership with the Contra Costa Health Services Homeless Program Services ('Homeless Services'), they submitted an application for a competitive grant through HUD's McKinney Vento Act to provide services under a rapid re-housing demonstration program and were awarded $532,076. Shelter, Inc. will establish Memorandums of Understanding with the Greater Richmond Interfaith Program (GRIP), Rubicon Programs, Catholic Charities of the East Bay and Bay Area Legal Aid to ensure that all elements of the Program are provided. The County has also awarded $109,551 to Homeless Services for Data Collection and Evaluation through the Homeless Management and Information System (HMIS). Homeless Services currently manages HMIS for the County's Continuum of Care. Shelter, Inc. and the partner agencies anticipate providing Homeless Prevention Services to 350 Very Low Income (50% of Area Median Income) families and individuals in Contra Costa County, providing housing stability and avoiding homelessness. In addition, they will provide Rapid Re-housing Services to 30 Very Low Income families and individuals by quickly re-housing those experiencing homelessness. Outreach efforts will focus on reaching those individuals who are in need of assistance but might not typically turn to public programs for help. The lead and partner agencies will work closely with churches, schools, property management companies, landlords and other local businesses and agencies to reach those clients who can benefit from this program. Any individual or family requesting financial assistance through HPRP must have a consultation with a case manager. The case manager will determine whether the client can reasonably be expected to maintain housing once the subsidy ends and the appropriate type of assistance. Deliverables include: Request for Proposals- to be completed by the Specialist to solicit major colleges and universities to hire at least 10-15 students to work directly with the green-team; At least +100 attendees to the green-team meetings; Acomprehensive CCAP outlying in detail comprehensive projects, programs, and measures to reduce overall greenhouse gas emissions in the City of Antioch; Long term deliverables include ghg emission reductions of 25% by 2020 and 80% by 2050. Contra Costa Health Services, the other provider of outpatient care in West County, has eliminated services for undocumented immigrants, removing as many as 1,000-2,000 West County adults from coverage. California?s response to its budget crisis seems almost certain to eliminate coverage for adult dental care. This CIP proposal will enable BCHC to address the most immediate needs of West Contra Costa's racially diverse, low-income population for increased access to effective comprehensive primary care services. The San Pablo site renovation/expansion will permit an increase in services in medical care, mental health services, OB/GYN services, oral health and dental care. The additional of a second floor clinic will permit reconfiguration of the 1st floor clinical space for more efficient, effective use. Health Center Integrated Services Development Initiative[g1] BCHC proposes to increase health care services in San Pablo for West County resident. BCHC's project responds to the needs of its patients and the impact of economic recession on both BCHC and other community providers. The large nummber of new BCHC patients over the past 90 days has shown that BCHC needs to increase the number of staff MDs to absorb them. To this end, BCHC got additional space at its current San Pablo site. The space addition will also create dedicated space for an OB/GYN, to address the problems BCHC staff have in placing clients with community OB/GYNs. Private OB/GYNs will not see uninsured patients and are also restricting the number of Medi-Cal patients. The local county clinic is so impacted with its OB/GYN services that the County is willing to send one of its OB/GYNs to BCHC to see patients one day a week. Increased dental care is an ongoing need in West County. BCHC?s current dental clinic is so impacted that it takes 6 to 8 weeks to get an appointment. By hiring a dentist and a dental assistant to work added Saturday hours, this wait time will be reduced increasing access. Anecdotal information from BCHC providers shows an increase need for mental health services. Economic uncertainty has increased stress levels negatively impacting clients' ability to manage their pregnancy and/or their chronic disease. Using the integrative mental health model, a LCSW will give clients an outlet to discuss and/or resolve some immediate issues so that they can refocus their attention on managing their health condition(s). With the proposed increase of almost 6,000 new users it is important to increase support staff as well to handle these new users in-house and referral needs. These needs will be met be adding additional support staff. By the end of the project period we will be able to see 5,961 new users who will generate 15,406 additional visits.... Since its creation in 1979 as a CGOP and its convention to CCOP status in 1989, this connsortium has continuously provided the community's cancer specialists, primary care physicians, and hospitals with an NCI-approved and funded clinical trials program. Integrating the goals of DHHS publication 'Healthy People 2010' by targeting minority, low income and female populations in Alameda County and its main city, Oakland, the BATI-CCOP enables cancer patients and the general 'at risk' population to participate in clinical and cancer control research of SWOG, NSABP, RTOG, COG, HLMCC and CCCWFU. Building on its achievements, the long-term objectives and specific aims of the BATI-CCOP include accrual to therapeutic trials at higher rates than comparable CCOPs, accrual of minority and pediatric patients at higher rates than all other CCOPs, aggressive cancer control recruitment and accrual exceeding NCI's cancer control research reequirements, increased interaction with research bases, and continued fulfillment of NCI's 'Terms and Conditions'. The CCOP will continue to accrue 95% of all eligible pediatric oncology patients in the region and will continue to excel in the recruitment of minority and female participants essentially meeting the requirements of a Minority-Based CCOP, a Pediatric CCOP and an Adult CCOP. This program focuses on sites in which fifty percent or more of the enrolled children qualify for free and reduced-price meals. Possible uses of grant funds include: (1) equipment that lends itself to improving the quality of school foodservice meals that meet the dietary guidelines, (2) equipment that improves the safety of food served in the school meal programs, and (3) equipment that improves the overall energy efficiency of school foodservices operations. Senior Community Service Employment Program Title: Senior Community Service Employment Program (SCSEP), American Recovery and Reinvestment Act (ARRA) of 2009. Description: In accordance with Title V of the Older Americans Act, SCSEP provides part-time temporary paid employment to unemployed, low-iincome adults 55 or older. These older adults earn the minimum wage by working in local nonprofit or public agencies (such as libraries, senior nutrition programs, one stop career centers, etc. ) that provide a wide range of services to other older adults as well as the general community, such as social, health, welfare, and educational services; conservation, weatherization, and community betterment/improvement; and economic development. Through their community service employment, the older adults receive work experience and job skills that can lead to unsubsidized employment. Senior Service America, Inc. (SSAI) is one of 18 organizations awarded a SCSEP grant through a national competition conducted by the U.S. Department of Labor (USDOL) in 2006. SSAI operates SCSEP in designated counties in sixteen states through a subrecipient network of 81 local community-and faith-based organizations as well as government agencies. This network includes 24 general social service agencies, 21 area agencies on aging, 15 community action agencies, 13 workforce development agencies, 10 regional government agencies, 7 faith-based organizations, 2 higher education institutions, and a local area United Way. Homelessness Prevention and Rapid Re-Housing Program (Recovery Act Funded) The U.S. Department of Housing and Urban Development awarded $1,421,551 to the County of Contra Costa for the Homeless Prevention and Rapid Rehousing Program. In collaboration with other local jurisdictions and agencies, the County has awarded a contract to a local non-profit, Shelter, Inc., in the amount of $1,260,000, to act as the lead agency to provide homeless prevention and rapid re-housing services countywide. Shelter, Inc. has twenty-two years experience providing homeless prevention services and fifteen years providing rapid re-housing. In addition, in partnership with the Contra Costa Health Services Homeless Program Services ('Homeless Services'), they submitted an application for a competitive grant through HUD's McKinney Vento Act to provide services under a rapid re-housing demonstration program and were awarded $532,076. Shelter, Inc. will establish Memorandums of Understanding with the Greater Richmond Interfaith Program (GRIP), Rubicon Programs, Catholic Charities of the East Bay and Bay Area Legal Aid to ensure that all elements of the Program are provided. The County has also awarded $109,551 to Homeless Services for Data Collection and Evaluation through the Homeless Management and Information System (HMIS). Homeless Services currently manages HMIS for the County's Continuum of Care. Shelter, Inc. and the partner agencies anticipate providing Homeless Prevention Services to 350 Very Low Income (50% of Area Median Income) families and individuals in Contra Costa County, providing housing stability and avoiding homelessness. In addition, they will provide Rapid Re-housing Services to 30 Very Low Income families and individuals by quickly re-housing those experiencing homelessness. Outreach efforts will focus on reaching those individuals who are in need of assistance but might not typically turn to public programs for help. The lead and partner agencies will work closely with churches, schools, property management companies, landlords and other local businesses and agencies to reach those clients who can benefit from this program. Any individual or family requesting financial assistance through HPRP must have a consultation with a case manager. The case manager will determine whether the client can reasonably be expected to maintain housing once the subsidy ends and the appropriate type of assistance. Each new switchgear will be installed on raised concrete pads for seismic stabilization. The MCC in B-23 will undergo reconfiguration in order to allow complete separation of connected operating systems and installation of standalone metering cabinets for all loads. Title: GPP Project 2, Infrastructure Modernization Purpose: The funds will support the GPP project with modernization of four critical infrastructure priorities in the area of operations and life safety. See deliverables below. Description: This project includes modernization of four infrastructure systems: compressed air, water piping, fire alarms and sewer systems. Deliverables: 1. Upgraded site compressed air system consisting of three new air compressors and a single air-dryer with a new oil free air system. 2. Chilled and hot water piping and mains through-out the site have been replaced due to actual or suspected leaks and upgraded CT-101 condensing water piping. 3. A fire alarm system designed to be an open campus system to eliminate reliance on one vendor. System will be an FM approved wireless system to improve reliability and reduce reliance on underground cabling. 4. Upgrade of sanitary lift stations through the installation of sensors and wireless communications equipment to allow remote monitoring of storm water sumps and sanitary lift stations. Title: GPP Project 3, Seismic Upgrade SSRL Purpose: Upgrade the SPEAR III, Building 140, and the Booster Ring. The portion of the SPEARIII Ring to be upgraded is at Beam to SPEAR (BTS), Old Beam Line 4 straight section, B140 and the outdoor portion of the Booster Ring. Description: This project includes earthquake safety upgrades to a portion of the SPEAR3 ring and the associated Building 140 and Booster Ring. Deliverables: 1. At the BTS, new reinforced concrete shielding roof and wall blocks will be installed to secure the new wall blocks. 2. The existing concrete shielding of the SPEAR III Ring at the Old Beam Line 4 will be removed and replaced with a new monolithic cast-in-place concrete tunnel and footing. 3. B140 will be upgraded with new roof and wall bracing. New anchorage will be installed to tie the existing roof blocks of outdoor portion of the Booster Ring to the existing masonry wall. Trans-NIH Recovery Act Research Support Abstract: Paradigm shifting studies in the monarch butterfly (Danaus plexippus) have enhanced our view of the evolution and function of circadian clocks in animals. The Specific Aims of Parent Grant expand our knowledge of the unique properties of the CRYPTOCHHROME (CRY) proteins by defining distinct CRY mechanisms of action in the circadian clocks of lepidopterans (butterflies and moths) using molecular, biochemical, genetic, and behavioral approaches. Because of the parallel, complementary nature of circadian clock discoveries between flies and mammals, which can now be extended to lepidopterans, our overriding hypothesis is that further analysis of the two families of animal CRY proteins that are represented in insects will advance our fundamental understanding of animal clock mechanisms. The Specific Aim of the Competitive Revision is to generate a high depth sequence of the monarch butterfly genome using a combination of state-of-the-art 'next generation' sequencing technologies, and then appropriately assemble, annotate and interpret the genome. To fully develop the monarch butterfly as a model organism to study circadian clock mechanisms and the associated molecular mechanisms of sun compass navigation used during migration, a sequenced and fully annotated genome is needed. This resource would greatly advance each Aim of the Parent Grant and would be of value to the larger neuroscience/genomics/evolutionary biology research communities. A major goal is to define the molecular mechanisms of the animal clockwork. Sequencing and annotating the monarch butterfly genome will greatly enhance our ability to increase our fundamental understanding of clockwork function from an evolutionary perspective and demonstrate the monarch butterfly as a useful model in which to study animal clock mechanisms. Likewise, such understanding should lead to new strategies for pharmacological manipulation of the human clock to improve the treatment of jet lag and shift-work ailments, and of clock-related sleep and psychiatric disorders. PUBLIC HEALTH RELEVANCE: Understanding the molecular clock should increase our knowledge of how clock gene mutations contribute to psychopathology and some sleep disorders. A 138% increase in overall capacity for Earth Science with a significant increase in chip performance and memory access will provide a state-of-the-art facility focused on the advancement of our knowledge and facilitation of information sharing. While this represents a large increase for Earth Science, itGÇÖs a relatively small increase compared to the overall capability that NAS provides. By installing this portion of the Earth Science augmentation at the NAS facility, Earth Science researchers within NASA and the broader community will be able to take advantage of the extensive infrastructure in place to support the NASA-wide High End Computing Capability (HECC) project. NAS has 24x7 control room with a toll-free number to support research around the clock. Systems, networks, and security personnel are on-call 24 hours a day and a team of computational scientists is available to address a wide range of questions or issues that might arise. NAS is connected to all NASA centers and the academic community through a set of wide area networks and peering arrangements that enhance the ability to move critical data into and out of the facility. The stimulus impact of this procurement impacts two areas of the economy that have been affected by the recent downturn. Homelessness Prevention and Rapid Re-Housing Program (Recovery Act Funded) The U.S. Department of Housing and Urban Development awarded $1,421,551 to the County of Contra Costa for the Homeless Prevention and Rapid Rehousing Program. In collaboration with other local jurisdictions and agencies, the County has awarded a contract to a local non-profit, Shelter, Inc., in the amount of $1,260,000, to act as the lead agency to provide homeless prevention and rapid re-housing services countywide. Shelter, Inc. has twenty-two years experience providing homeless prevention services and fifteen years providing rapid re-housing. In addition, in partnership with the Contra Costa Health Services Homeless Program Services ('Homeless Services'), they submitted an application for a competitive grant through HUD's McKinney Vento Act to provide services under a rapid re-housing demonstration program and were awarded $532,076. Shelter, Inc. will establish Memorandums of Understanding with the Greater Richmond Interfaith Program (GRIP), Rubicon Programs, Catholic Charities of the East Bay and Bay Area Legal Aid to ensure that all elements of the Program are provided. The County has also awarded $109,551 to Homeless Services for Data Collection and Evaluation through the Homeless Management and Information System (HMIS). Homeless Services currently manages HMIS for the County's Continuum of Care. Shelter, Inc. and the partner agencies anticipate providing Homeless Prevention Services to 350 Very Low Income (50% of Area Median Income) families and individuals in Contra Costa County, providing housing stability and avoiding homelessness. In addition, they will provide Rapid Re-housing Services to 30 Very Low Income families and individuals by quickly re-housing those experiencing homelessness. Outreach efforts will focus on reaching those individuals who are in need of assistance but might not typically turn to public programs for help. The lead and partner agencies will work closely with churches, schools, property management companies, landlords and other local businesses and agencies to reach those clients who can benefit from this program. Any individual or family requesting financial assistance through HPRP must have a consultation with a case manager. The case manager will determine whether the client can reasonably be expected to maintain housing once the subsidy ends and the appropriate type of assistance. Any client receiving ongoing services will be reevaluated at least every ninety days to ensure that they continue to qualify for services and that the services provided are appropriate.... Show more
