FIP funding provides an opportunity to finish and re-construct modern facilities that incorporate environmentally friendly construction advances. Health Center Integrated Services Development Initiative[g1] For 38 years, Clinica Sierra Vista (CSV) has provided quality, comprehensive primary health care. CSV served more than 137,339 Californians in Fresno, Inyo and Kern Counties through 527,926 encounters in 2008. CSV operates 35 healtth, dental, and behavioral health centers located in urban, rural, and frontier areas encompassing several thousand square miles of farmland, desert, mountain, and metropolitan areas. The vast majority of CSV patients live below the Federal Poverty Level (75%), and 92% live below 200% Federal Poverty Level. Over 30% of CSV patients are migrant and seasonal farmworkers. Historically 35% of CSV patients are uninsured, this has increased due to the high unemployment rate in the areas we serve. Clinica Sierra Vista (CSV) has experienced an increase in patients as a result of raising unemployment. The November unemployment rates in the communities that will benefit from the enhanced infrastructure range from 10.6 to 37.1%. CSVGÇÖs Capital Improvement Program (CIP), funded by the Recovery Act, improves services, quality of care, efficiency, and effectiveness. Specifically, CSV is replacing a small temporary dental facility with a large permanent, fully integrated for electronic health records dental center, constructing a centralized storage facility, replacing equipment, and improving parking that incorporates solar energy and added security. The use of sustainable, environmentally-friendly, and energy efficient products is important to CSV. Each CIP project incorporates green products and/or design. The projects improve CSVGÇÖs infrastructure and provide a future cost savings through the use of energy efficient equipment, generation of solar energy, prevention of expenses related to car vandalism, centralized purchasing, electronic health record (EHR) readiness, and providing additional space to fulfill growing community needs. It is CSVGÇÖs mission to provide high quality comprehensive services. Replacing and modernizing the outdated and ineffective equipment is necessary to continue to provide these high quality services. CSVGÇÖs CIP funded projects also improve environmental sustainability by reducing energy utilization, reducing travel, having LEED certification for the Arvin Dental Center, and utilizing solar energy. In addition, the funding will also provide construction related positions. There are five projects funded by the CIP grant. Specifically, constructing a dental center in Arvin, constructing a centralized storage facility, replacing delapitated and broken equipment, expanding parking and adding solar panels at the Lamont Community Health Center, and enhancing security at the McFarland Community Health Center. The Arvin community has substantial dental health needs. Prior to CSV providing dental care, 4,370 adults age 18-70 and 2,800 children had never been to a dentist; almost half of the cityGÇÖs population was without dental care. In 2006, the City contracted with Chevron Energy Solutions Company to perform enerrgy audits of ALL 15 municipal facilities and install energy efficiency retrofits in these facilities. This investment resulted in energy savings of _____ kWh or approximately $415,168 by the end of 2009. Now, the City is launching 'Greening Delano,' a program designed to further increase energy efficiency, reduce fossil fuel emissions, create jobs, and green the City's municipal, commercial, and residential facilities. The City's Energy Efficiency and Conservation Strategy focuses on three areas: (1) development of benchmarks, policies and programs to fully support 'Greening Delano;' (2) development of clean energy demonstration projects in Delano's municipal facilities; and (3) development of a Green District in downtown Delano as a focal point for the City's clean energy activities. Goal #1: 'Greening Delano' will be achieved by establishing the foundation to meet State emissions reduction requirements and as a key mechanism for addressing the City's Energy Efficiency and Conservation Strategy (EECS.) Core to launching Greening Delano, the city intends to baseline municipal and community sector energy consumption and its related greenhouse gas emissions, and to select strategies for reducing greenhouse gas emissions by 30% by 2020 as required under California's Assembly Bill (AB) 32 and Senate Bill (SB) 375. In addition, the city intends to review its policies to identify and support greening opportunities to facilities within its boundaries, and develop a financing plan/strategy to insure continuance of 'Greening Delano' after the federal EECBG grant expires. This goal will be completed within 12 months. Goal #2: Establish a Municipal Sector Clean Energy Demonstration Program. This Program will consist of several clean energy demonstration projects and long-term building monitoring program that includes: installing energy efficient 'cool' roofs on two fire stations to generate energy savings of an estimated 3,000 kWh (per 1,000 square feet of roof space); installing a 5 MW solar array (to be funded outside of the EECBG) on the Community Corrections Facility (CCF); greening the adaptive reuse of a commercial facility for use as a 55,000 square foot city police station. With the exception of the police station, all of the noted municipal facilities have previously been audited and received initial energy efficiency upgrades. Collectively, the City estimates that these projects will create 331 new local construction jobs. The proposed cool roofs will be completed within 6 months. The building monitoring effort will be ongoing. The City is in the process of accessing additional funding to support the installation of the solar array on the CCF and the green retrofits that will be identified for the new police station. Goal #3: Establish a Green District in downtown Delano to serve as a cross-sector focal point of additional highly leveraged clean energy service delivery. This will include conducting energy audits of an 8-block, multi-sector area, and provide for enhanced delivery of energy efficiency services to these municipal, residential and commercial facilities leveraging utility, federal (EECBG, HUD, Weatherization) and other funds.
