Child Nutrition Discretionary Grants Limited Availability State Child Nutrition Programs, Recovery Act funds are awarded to States to implement a competitive equipment assistance grant program for school food authorities participating in the National School Lunch Program (NSLP). The NSLP equipment asssistance grants are to improve the infrastructure in the NSLP and to stimulate activity within the American economy. This program focuses on sites in which fifty percent or more of the enrolled children qualify for free and reduced-price meals. Possible uses of grant funds include: (1) equipment that lends itself to improving the quality of school foodservice meals that meet the dietary guidelines, (2) equipment that improves the safety of food served in the school meal programs, and (3) equipment that improves the overall energy efficiency of school foodservices operations. To date, the California Department of Education has: 1. Implemented a competitive NSLP equipment assistance process that best represents the needs in California. 2. Reviewed applications and awarded grants to subrecipients based on various grant criteria including, but not limited to, the percentage of students eligible for free and reduced meals, number of students affected, need for the funds, energy efficiency, whether the grant would increase program participation, whether the grant would contribute to nutritional quality, and the ability to expend the funds quickly. 3. Transferred the first portion of ARRA school lunch equipment grant funds to subrecipients. 4. Reviewed subrecipient ARRA school lunch equipment grant expenditure reports. 5. Recovery Act - Edward Byrne Memorial Competitive Grant Program With the current economic climate negatively affecting most all facets of business, government and industry, for-profits and not-for-profits alike are feeling the pinch, and most all family units are under some level of duress--especiallyy those families that reside in the nation's most distressed areas which are often those hardest hit by even subtle economic challenges. In light of the current recession, many Boys & Girls Clubs are in need of additional resources to help youth and their families cope during these difficult times and to ensure that the Clubs remain an institution of stability and predicatability in the lives of Club members, while essential programs and services continue uninterrupted. Boys & Girls Clubs of America (BGCA) will utilize American Recovery and Reinvestment Act (ARRA 2009) funding to issue more than 1000 OJP National Mentoring Program grants to sub-recipient Boys & Girls Clubs that will serve to promote economic recovery through the creation and/or preservation of more than 800 Full-Time Equivalents (FTE) jobs. The primary award goals are to preserve and create jobs to expand and enhance mentoring programs and experiences at local Boys & Girls Clubs and to maintain other essential services without interruption. These goals will be met through the administration of three grant objectives. Objective 1: Unit Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 2: Extension Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 3: Native American Clubs (both Unit and Extension Level) will promote economic recovery through the creation and/or preservation of Club staff jobs to deliver and support the mentoring objectives of the inititative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program . It is projected that a significant percentage of the jobs created and preserved through this award will be realized in distressed and disadvantaged communities nationwide. Therefore, the mentoring experiences and opportunities created through this award will be delivered to large numbers of often high-risk youth residing in distressed and disadvantaged areas.
