Established as a free clinic for farm workers in the Salinas Valley, it has grown into a network of comprehensive primary care centers that covers the entire Salinas Valley and othher populated portions of Monterey County. We provide comprehensive, prevention-oriented primary care services at all our facilities. The centers offer the full range of primary medical, mental health, and dental services. Diagnostic and X-ray services are available on site or by formal referral. Specialty and in-patient care arrangements are also in place. Clinical services are supported with nutrition and health education services. In 2008, CSVS generated 103,368 billable medical, dental, and mental health encounters, and another 8,368 enabling service encounters for 28,414 users. Demand for access to primary care continues to increase. CSVS will need to become much more efficient with its scarce resources to meet the growing need over the next few years.Implementation of an electronic health record system has been under study for a long time. CSVS can address its mission far more effectively through harnessing the power of an EHR system. Care for individual patients will improve dramatically; groups of patients with similar health needs can be served more readily; and community health trends can be tracked far more effectively with an automated system in place. The advent of ARRA CIP funding provides a rare opportunity to allow this effort to proceed while removing much of the uncertainty regarding the capital funding source. CSVS will be able to concentrate upon selecting a high quality system for meeting its needs (NextGen is the leading candidate), and concentrate upon effective implementation over the next 12 to 18 months. The results in terms of enhanced program effectiveness, efficiency, quality of care, and patient outcome improvements should become apparent by the end of the second year of the CIP project period.... NASA and the U.S. Forest Service developed the Wildfire-Collaborative Decision Environment (W-CDE) to provide a Common Operating Picturee (COP) for integration and visualization of wildfire geospatial data layers. The W-CDE allows real-time integration and merging of orbital, airborne, and in-situ geospatial data in a COTS visualization environment (GoogleEarth). The W-CDE is being adapted and integrated by the USFS Remote Sending Applications Center and the National Interagency Fire Center as an operational tool. Research will be carried out at both NASA Ames and at CSUMB laboratories and facilities, fostering undergraduate and graduate student involvement through internships and research experiences. CSUMB students can receive training and mentoring from NASA scientists in the methods, tools, and applications of earth systems science, with particular emphasis on remote sensing; image processing; geographical information systems; computer modeling; simulation and analysis; data acquisition and visualization; and communications technology. Project Objectives: This project will enhance existing capabilities of the W-CDE to support pre-, active-, and post-fire assessments. New NASA-derived airborne sensor and satellite data and output from ecosystem models will be matured, tested and integrated in the W-CDE. First, we will integrate fire-critical model-derived data from NASA's Terrestrial Observation and Prediction System (TOPS) and scalable wind model data (NOGAPS) into the W-CDE. Second, we will mature and integrate new airborne sensor fire detection algorithm capabilities with the NASA-AMS-Wildfire sensor. These data will be integrated into the W-CDE to improve the reliability and usefulness of the model-derived hot spot detection data. Third, we will develop new airborne post-fire burn severity indices data to feed directly into the W-CDE. These three tasks will provide scalable data visualization enhancements to the W-CDE and allow a unifying disaster managment capability for all phases of fire activity.... D. gigas provides an important trophic connection betweeen small, midwater fishes and top vertebrate predators such as sperm whales, and daily vertical migrations between near-surface waters and a deep, low-oxygen environment, the oxygen-minimum layer (OML), characterize normal behavior of adult squid. Electronic tagging has shown that this squid can remain active for extended periods in the cold, hypoxic conditions of the upper OML. Laboratory studies have demonstrated suppression of aerobic metabolism during a cold, hypoxic challenge, but anaerobic metabolism does not appear to account for the level of activity maintained. Utilization of the OML in the wild may permit daytime foraging on midwater organisms. Foraging also occurs near the surface at night, and Dosidicus may thus be able to feed continuously. D. gigas is present in different regions of the Guaymas Basin on a predicable year-round basis, allowing changes in squid distribution to be related to changing oceanographic features on a variety time scales. Questions to be addressed include: 1) How does utilization of the oxygen-minimum layer (OML) by D. gigas vary on both a daily and seasonal basis, and how do the vertical distributions of the OML and its associated fauna vary? 2)What behaviors of squid are impaired by conditions found in the OML, and how are impairments compensated to minimize costs of utilizing this environment? and 3)What are the physiological and biochemical processes by which squid maintain swimming activity at such remarkable levels under low oxygen conditions? The investigators will use an integrated approach involving oceanographic, acoustic, electronic tagging, physiological and biochemical methods. This research is of broad interest because Dosidicus gigas has substantially extended its range over the last decade, and foraging on commercially important finfish in invaded areas off California and Chile has been reported. In addition, the OML has expanded during the last several decades, mostly vertically by shoaling, including in the Gulf of Alaska, the Southern California Bight and several productive regions of tropical oceans, and a variety of ecological impacts will almost certainly accompany changes in the OML. Moreover, D. gigas currently supports the world's largest squid fishery, and this study will provide acoustic methods for reliable biomass estimates, with implications for fisheries management in Mexico and elsewhere. A related goal is to work with colleagues in Mexico on a squid fishery management plan. Previous work involved collaboration with Mexican colleagues, including training and research opportunities for undergraduate, graduate and postdoctoral students from both nations. It also involved public outreach efforts through television, print and web media. This charismatic species provides an excellent means to connect climate change with ecological effects, and outreach activities will continue with this theme. A new international effort will establish a laboratory for research on squid at the site of field work in Santa Rosalia, Baja California Sur, Mexico. Child Nutrition Discretionary Grants Limited Availability State Child Nutrition Programs, Recovery Act funds are awarded to States to implement a competitive equipment assistance grant program for school food authorities participating in the National School Lunch Program (NSLP). The NSLP equipment asssistance grants are to improve the infrastructure in the NSLP and to stimulate activity within the American economy. This program focuses on sites in which fifty percent or more of the enrolled children qualify for free and reduced-price meals. Possible uses of grant funds include: (1) equipment that lends itself to improving the quality of school foodservice meals that meet the dietary guidelines, (2) equipment that improves the safety of food served in the school meal programs, and (3) equipment that improves the overall energy efficiency of school foodservices operations. Senior Community Service Employment Program Title: Senior Community Service Employment Program (SCSEP), American Recovery and Reinvestment Act (ARRA) of 2009. Description: In accordance with Title V of the Older Americans Act, SCSEP provides part-time temporary paid employment to unemployed, low-iincome adults 55 or older. These older adults earn the minimum wage by working in local nonprofit or public agencies (such as libraries, senior nutrition programs, one stop career centers, etc. ) that provide a wide range of services to other older adults as well as the general community, such as social, health, welfare, and educational services; conservation, weatherization, and community betterment/improvement; and economic development. Through their community service employment, the older adults receive work experience and job skills that can lead to unsubsidized employment. Senior Service America, Inc. (SSAI) is one of 18 organizations awarded a SCSEP grant through a national competition conducted by the U.S. Department of Labor (USDOL) in 2006. SSAI operates SCSEP in designated counties in sixteen states through a subrecipient network of 81 local community-and faith-based organizations as well as government agencies. This network includes 24 general social service agencies, 21 area agencies on aging, 15 community action agencies, 13 workforce development agencies, 10 regional government agencies, 7 faith-based organizations, 2 higher education institutions, and a local area United Way. Recovery Act - Edward Byrne Memorial Competitive Grant Program With the current economic climate negatively affecting most all facets of business, government and industry, for-profits and not-for-profits alike are feeling the pinch, and most all family units are under some level of duress--especiallyy those families that reside in the nation's most distressed areas which are often those hardest hit by even subtle economic challenges. In light of the current recession, many Boys & Girls Clubs are in need of additional resources to help youth and their families cope during these difficult times and to ensure that the Clubs remain an institution of stability and predicatability in the lives of Club members, while essential programs and services continue uninterrupted. Boys & Girls Clubs of America (BGCA) will utilize American Recovery and Reinvestment Act (ARRA 2009) funding to issue more than 1000 OJP National Mentoring Program grants to sub-recipient Boys & Girls Clubs that will serve to promote economic recovery through the creation and/or preservation of more than 800 Full-Time Equivalents (FTE) jobs. The primary award goals are to preserve and create jobs to expand and enhance mentoring programs and experiences at local Boys & Girls Clubs and to maintain other essential services without interruption. These goals will be met through the administration of three grant objectives. Objective 1: Unit Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 2: Extension Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 3: Native American Clubs (both Unit and Extension Level) will promote economic recovery through the creation and/or preservation of Club staff jobs to deliver and support the mentoring objectives of the inititative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program . It is projected that a significant percentage of the jobs created and preserved through this award will be realized in distressed and disadvantaged communities nationwide. Therefore, the mentoring experiences and opportunities created through this award will be delivered to large numbers of often high-risk youth residing in distressed and disadvantaged areas.
