Electricity Delivery and Energy Reliability, Research, Development and Analysis This award will faciliatate the demonstration of diverse smart grid technology at 23 co-ops in 10 states. More than 150,000 pieces of equipment will be installed ranging from smart meters to complete SCADA systems. Thihis will be installed in a variety of climates ranging from New England to Hawaii and in co-operatives as diverse as a rapidly urbanizing suburb of Atlanta to very low density of Northern Iowa. The scale and diversity will provide a very broad demonstration of smart grid technology. The data from this project, both as a single project and as part of the broad DOE program, will provide models for the evaluation of smart grid investment, providing the justification for the smart grid initiatives and focusing deployment and the most effective technologies and methods of operation. The project will operate efficiently through centralization of project management and administration, procurement, engineering, data collection, and study activities under the auspices of the National Rural Electric Cooperative Association (NRECA), the prime grant awardee. Data collection is being automated across the participants to provide efficient and reliable collection of data in a uniform way. In the area of smart grid interoperability and cyber security, NRECA has taken an innovative approach in committing to extend the MultiSpeakGS= protocols to provide end-to-end connectivity across all of the deployed equipment. Further, NRECA is developing security standards and working with the vendor community to make these into the components. To improve the security of the operational infrastructure of these improved components NRECA is developing guidance for the co-ops to improve system cyber security and developing tools to help them get started, including templates and model policies. The objective, overall, is to demonstrate the efficacy and value of the smart grid in co-operative scale operations and to develop best practices for project design, implementation, operation, interoperability, and cyber security. The current funding action is for Phase I, which is a planning phase that will last up to 120 days and consume up to 4% of the total award. The purpose of this phase is to conduct the detailed planning and preparation needed to move forward with final engineering and deployment in Phase II. The scope of work for this phase is limited to three tasks: 1. Preparation of the Project Management Plan 2. Preparation of the NEPA filing and requisite Environmental Assessment and Environmental Impact Analysis, and 3. This item allows HLH to retain two positions: project manager and IT support specialist. HIT Non-equipment Pharmacy HIT: The pharmacy has an aging system that is based on Unix operating in DOS. The system is antiquated and needs to become more efficient. The new system QS-1 is a fully integrated system with point-of-sale and an interpretative voice response system. It will work in tandem with eClinicalWorks creating a central patient registry. Dental HIT: HLH's HealthPro is a DOS-based program incapable of electronic claims submission, has no electronic capacity for onsite data retrieval and no imaging interface capacity. The system will improve efficiency and performance with clerical and billing tasks. Great value will come in improved patient care monitoring and compliance with quality care standards. Accounting Requisition: A new purchasing system will give HLH an ability to streamline ordering, save on last-minute shipping costs, reduce waste and standardize its ordering system. ARRA - Community Services Block Grant Community Services Block Grant - American Recovery and Reinvestment Act of 2009 HCAP ARRA funds will allow: 1) 250 unemployed will obtain a job; 2) 600 participants will complete pre-employment skills/competencies training; 3) 60 individuals will complete or be e in the process of receiving their ABE/GED; 4) 50 persons will complete or be in the process of receiving a certificate or diploma; 5) 500 clients will receive one or more support services that will help with employment acquisition and retention; 6) 35 partner organizations, both public and private, that community action works with to expand resources and opportunities to achieve family and community outcomes; 7) 20 disabled individuals will maintain an independent living situation; 8) 500 households will be provided food assistance; 9) 100 needy families will receive help with fuel/energy bills and 10) 400 persons receive temporary shelter support services. It is essential that these ARRA funds be amended and executed at this time to allow the project to continue and be completed in a timely manner. HCEOC ARRA funds will be used to: Procure Sage MIP Fund Accounting System as well as software training and system implementation. DLIR-OCS has informed HCEOC of agency deficiencies that require correction. DLIR-OCS is authorizing HCEOC to hire a consultant to provide the training and technical assistance it requires. 156 students and 78 parents will obtain pre-employment skills/competencies required for employment and receive training program or certificate or diploma as part of the Right Track/Drop-Out Prevention Program. Likewise, 78 out of 156 parents will participate in the language Arts Multicultural Program. 130 low-income persons become more self-sufficient and have access to reliable transportation to obtain or maintain employment. Note: Approximately $783,563 will be spent on the Language Access Multicultural Program and Drop-Out Prevention Program through the term of the contract. As of February 19, 2010, HCEOC has notified DLIR-OCS that it is working on a juvenile justice project plan to be completed in the next four weeks that will expend the remaining funds. MEO ARRA funds will be used for: 15 clients receive apprenticeship training in high growth fields and financial literacy training; 40 low-income persons receive utility assistance; 150 low-income families receive emergency food assistance; 100 eligible individuals/families obtain medical/dental/health assistance; and 20 low-income individuals/families receive rental assistance. Five partnerships help leverage resources. KEO ARRA funds will allow: 1) 40 homeless and 60 at-risk homeless individuals provided with intake, assessment and individual service plan development; 2) 15 persons obtain full-time and 40 persons part-time employment; 3) 40 persons obtain permanent rental and 16 persons obtain transitional housing; 4) 120 persons assisted with transportation; 5) 80 persons assisted with employment services; 6) 25 persons helped with child care as a barrier to employment; and 7) 25 persons enter mental health treatment/support services.... Child Nutrition Discretionary Grants Limited Availability The State of Hawaii Department of Education Office of Hawaii Child Nutrition Services (OHCNP) received funds through the American Recovery and Reinvestment Act of 2009 (ARRA) to assist in the purchase of equipment for School Food Authorities ( (SFAs) participating in the National School Lunch Program (NSLP), through a competitive grant process. Priority was given to SFAs for equipment for schools, in which at least 50 percent of the students were eligible for free or reduced-price meals. Other focus areas of the grant included: improving the quality of school food service meals to meet the dietary guidelines; improving the safety of food served in the school meal programs; improving the overall energy efficiency of the school food service operations; and supporting the expansion of participation in the school meal program. To date, the State of Hawaii Department of Education Office of Hawaii Child Nutrition Programs (OHCNP) has: (1) Issued an ARRA grant solicitation to SFAs participating in the NSLP; (2) Received and scored ARRA grant applications from SFAs competitively; (3) Awarded ARRA grants to SFAs participating in the NSLP; and (4) Transferred funds to SFAs with ARRA funds, via direct checks from the OHCNP.
