Weatherization Assistance for Low-Income Persons Michigan Department of Human Services has been awarded stimulus funding from the U.S. Department of Energy Weatherization Assistance Program for Low-Income Persons in the amount of $243 million dollars over the next three years. The State plan includees changes in the Weatherization Program for year 2009: average cost per unit maximum of $6,500, increase in income eligibility limits to 200% of poverty or 60% of state median income, whichever is higher, and program training plan. Changes in the plan also include the new positions; 10 weatherization inspectors, report analyst, Davis Bacon specialist, grant manager/monitor, fiscal monitor, division manager and the secretary. Funding has been allocated to the 32 Community Action Agencies and Limited Purpose Agencies that serve as Local Weatherization Operators (LWOs) in Michigan under the existing weatherization program. The funding is exclusively for weatherization, which involves the installation of energy efficiency measures on low-income homes. Applications are taken at Local Weatherization Operator offices. Approximately 33,000 homes will be weatherized in Michigan through March 2012 with the ARRA funding. Households generally realize a 25% reduction in their energy usage as a result of weatherization.... Show more

Recovery Act - Eward Byrne Memorial Justice Assistance Grant (JAG) Program/ Grants to States and Territories With Byrne JAG ARRA funding, Michigan intends to assist both state and local government with funding for projects that will provide needed assistance in areas which can offer outcomes most cconsistent with the goals of ARRA. The general goals include the reduction of crime and an improvement in the administration of the criminal justice system, while creating and/or retaining jobs. Strategies to be used include funding multijurisdictional task forces; prescription and over-the-counter drug abuse community awareness programs; community policing and community prosecution strategies; technology enhancement projects; local correctional resources; and, problem solving courts, including drug treatment, domestic violence, family dependency and mental health. Each strategy has goals that are specific to those projects, including: the removal of narcotic offenders and conspiracies in the regional area; the reduction and solving of criminal activity; an increase in community awareness regarding the increase in prescription and over-the-counter drug abuse/addiction among youth and adults; implementation of long-term crime prevention strategies within the target area that reduce crime and increase community involvement and confidence in the criminal justice system; improving the operational effectiveness of law enforcement and prosecution through the use of crime analysis, vertical prosecution, community involvement and combined efforts; an increase in safety, productivity, communication and efficiency for the criminal justice system and the service community; improving local correctional resources to resolve locally identified problems in jails and detention centers with an emphasis on offenders with substance abuse problems; a reduction in substance abuse among juvenile and adult offenders; and offering a systems approach that assists communities in responding to criminal justice issues unique to their jurisdiction.... Violence Against Women Formula Grants The objective of the STOP (Services Training Officers Prosecutors) Violence Against Women Formula Grant Program is to support communities in their efforts to develop and strengthen law enforcement, prosecution, and court responses to violence against women and too provide services to victims. The Recovery Act STOP grant supports communities in their efforts to hire and retain criminal justice and victim service personnel that respond to violent crimes against women, as well as support other strategies to create and perserve jobs and promote economic growth, while improving responses to domestic violence, dating violence, sexual assualt and stalking. In compliance with the Violence Against Women Act (VAWA) of 2005, each Recovery Act STOP recipient must allocate not less than 30 percent of its STOP funding to nonprofit, nongovernmental victim service programs (of which, at least 10 percent is to be distributed to culturally specific, community-based organizations); not less than 25 percent to law enforcement; not less than 25 percent to prosecution; and not less than 5 percent to courts. The remaining 15 percent may be awarded at the state's discretion, subject to the statutory parameters set forth in VAWA, VAWA 2000 and VAWA 2005.... Show more

Child Nutrition Discretionary Grants Limited Availability The Michigan Department of Education received funds through the American Recovery and Reinvestment Act of 2009 (ARRA) to assist in the purchase of equipment for School Food Authorities (SFAs) participating in the National School Lunch Program (NSLP) through a competitive grant process. Priority was given to SFAs for equipment for schools in which at least 50 percent of the students were eligible for free or reduced-priced meals. Other focus areas of the grant included: improving the quality of school foodservice meals to meet the dietary guidelines; improving the overall energy efficiency of the school foodservice operations; and supporting the expansion of participation in the school meal program. To date, the Michigan Department of Education has: 1. Issued an ARRA grant solicitation to SFAs participating in the NSLP; 2. Received and scored ARRA grant applications from SFAs competitively; 3.
