Weatherization Assistance for Low-Income Persons Michigan Department of Human Services has been awarded stimulus funding from the U.S. Department of Energy Weatherization Assistance Program for Low-Income Persons in the amount of $243 million dollars over the next three years. The State plan includees changes in the Weatherization Program for year 2009: average cost per unit maximum of $6,500, increase in income eligibility limits to 200% of poverty or 60% of state median income, whichever is higher, and program training plan. Changes in the plan also include the new positions; 10 weatherization inspectors, report analyst, Davis Bacon specialist, grant manager/monitor, fiscal monitor, division manager and the secretary. Funding has been allocated to the 32 Community Action Agencies and Limited Purpose Agencies that serve as Local Weatherization Operators (LWOs) in Michigan under the existing weatherization program. The funding is exclusively for weatherization, which involves the installation of energy efficiency measures on low-income homes. Applications are taken at Local Weatherization Operator offices. Approximately 33,000 homes will be weatherized in Michigan through March 2012 with the ARRA funding. Households generally realize a 25% reduction in their energy usage as a result of weatherization.... Show more

Homelessness Prevention and Rapid Re-Housing Program (Recovery Act Funded) The Michigan State Housing Development Authority (MSHDA) will use Homelessness Prevention and Rapid Re-Housing Program funds to prevent homelessness or to re-house people living in homelessness. Specifically, funds will be ussed for security and utility deposits, utility payments, rental payments, rental arrearages and mediation or case management services. In addition, five percent of community grants are set aside for adminstrative costs and 2% for Homeless Management Information System (HMIS) data entry. The funds of this grant will provide services to many of the 86,189 homeless and at-risk to become homeless people of Michigan. Sub recipients work with various agencies within the community to provide services needed to ensure rental assistance and housing stabilization. The funding for these agencies comes directly from the sub recipients who in turn request reimbursement from MSHDA for these expenditures.... Show more
