'Grants for Energy Efficiency, Renewable Energy and Alternative Energy' ($15M) will be to provide RE, EE and alternative energy funds to private and public projects that are commercially viable and innovative. 4. $20.6M has been awarded to seven applicants under the 'Grants for State-Sponsored Renewable Energy and Energy Efficiency Projects' . 5. Economic Development Authority(EDA) is working to finalize the program's Competitive Grant Solicitation and begin internal operations system setup, including marketing, accounting, contract documentation and related for a target 4Q09 program release. Working to finalize the joint EDA-BPU MOU. 6. The New Jersey Housing Mortgage Finance Agency (NJHMFA) is using $7M for 'Financing Programs for Residential Solar' which will provide 0% loans on an income-qualification basis. HMFA is administering $4M for a 'Low-Interest Loan Program for Residential Energy Efficiency' which also provides low-cost, loans to income-eligible applicants and HMFA is using another $4M for a 'Multifamily Energy Efficiency Improvement Pilot' which provides low-cost, loans to income-eligible applicants for buildings that are currently HMFA financed.... An effort was made to identify a project that could be designed and bid to be ready for award within 120 days of receipt of the HUD funding, consistent with Section 1602 of ARRA. The original project, a park project, was rejected by HUD. A replacement project was then identified that could meet this objective and timetable for award. 100% of the funds will benefit low income people. The Arctic Avenue Resurfacing & Signalization control improvement project will mill grade and resurface Artic Avenue for a length of approximately -+ mile. The resurfacing of the roadway will reduce driving hazards to the commuting workers that use this major east west roadway. The project will install underground conduit for control the coordinated control of the traffic signals along this roadway. This data link between the signal controllers is being undertaken to reduce traffic congestion within the City and is expected to have a positive impact upon air quality and a reduction in energy consumption. The data link is planed to reach all traffic signals within the City. The overall data link plan is being implemented in conjunction with paving projects. Any funding balance will be utilized to extend the traffic control conduit and cabling along the Arctic Avenue. The implementation of this expansion will increase access to medical care by 25%, reduce wait time and will increase the current staffing pattern of the service site by 50%. Our HRSA Office of Performance Improvement (OPR) review of March 2008 strongly recommended an increase in both treatment space and staffing to effectively manage the demand for services. The project is well aligned with the vision, mission and values of the organization. The project is fully aligned with the President's goal to increase health care access to the uninsured and underinsured. The capital improvement project realizes information technology enhancements, creates new jobs and provides needed health care for the homeless.The capital improvement project will increase the existing treatment health center space form 400 square feet to 1964 square feet 391% increase in health center space. Examination rooms will be increase from two existing rooms to four rooms in the new facility space. The improved facility will be open an additional two evenings per week which will expand hours of operation and allow for more care at convenient times. The CIP project will provide the capital money for the purchase of a new electronic medical record (EMR), eClinical Works. This enhanced, robust EMR will improve data collection, billing, clinical and social service charting and UDS reporting. There is great efficiency to be gained by the use of the EMR including no more paper charts, the ability for multiple providers to view the medical record at the same time, an immediate ability to electronically prescribe medications and use the EMR for on-call provider recording. Patient outcomes will be greatly enhanced through the capturing of clinical indicators and the reporting of those indicators on our established scorecard and health disparities collaborative. Child Nutrition Discretionary Grants Limited Availability The NJ Department of Agriculture received funds through the American Recovery and Reinvestment Act of 2009 (ARRA) to assist in the purchase of equipment for School Food Authorities (SFAs) participating in the National School Lunch Program (NSLLP) through a competitive grant process. Priority was given to SFAs for equipment for schools in which at least 50 percent of the students were eligible for free or reduced-priced meals. Other focus areas of the grant included: improving the quality of school food serive meals to meet the dietary guidelines; improving the safety of food served in the school meal programs; improving the overall energy efficiency of the school food service operations; and supporting the expansion of participation in the school meal program. To date, the NJ Department of Agriculture has: 1. Issued an ARRA Grant solicitation to SFAs participating in the NSLP 2. Received and scored ARRA grant applications from SFAs competitively 3. Recovery Act - Edward Byrne Memorial Competitive Grant Program With the current economic climate negatively affecting most all facets of business, government and industry, for-profits and not-for-profits alike are feeling the pinch, and most all family units are under some level of duress--especiallyy those families that reside in the nation's most distressed areas which are often those hardest hit by even subtle economic challenges. In light of the current recession, many Boys & Girls Clubs are in need of additional resources to help youth and their families cope during these difficult times and to ensure that the Clubs remain an institution of stability and predicatability in the lives of Club members, while essential programs and services continue uninterrupted. Boys & Girls Clubs of America (BGCA) will utilize American Recovery and Reinvestment Act (ARRA 2009) funding to issue more than 1000 OJP National Mentoring Program grants to sub-recipient Boys & Girls Clubs that will serve to promote economic recovery through the creation and/or preservation of more than 800 Full-Time Equivalents (FTE) jobs. The primary award goals are to preserve and create jobs to expand and enhance mentoring programs and experiences at local Boys & Girls Clubs and to maintain other essential services without interruption. These goals will be met through the administration of three grant objectives. Objective 1: Unit Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 2: Extension Level Clubs will be required to create and/or preserve Club staff jobs in order to deliver and support the mentoring objectives of the intitative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program. Objective 3: Native American Clubs (both Unit and Extension Level) will promote economic recovery through the creation and/or preservation of Club staff jobs to deliver and support the mentoring objectives of the inititative. Clubs will also implement and report performance measures on at least one approved evidence-based mentoring program . It is projected that a significant percentage of the jobs created and preserved through this award will be realized in distressed and disadvantaged communities nationwide. Therefore, the mentoring experiences and opportunities created through this award will be delivered to large numbers of often high-risk youth residing in distressed and disadvantaged areas. Additionally, funding from this award will be utilized to ensure the continuation of a number of programs and services at local Boys & Girls Clubs that may have been reduced or possibly eliminated otherwise....
