WAS Number: KA/CH14/9/ARRA-5 Superconducting Radio Frequency (SRF) Infrastructure R&D - The Recovery Act funding will accelerate the development of technical infrastructure required to prototype and test superconducting radiofrequency (SRF) accelerating cavities and the cyromodules that contain themm. The Office of High Energy Physics (OHEP) has supported this effort since 2006. Funding will be concentrated on the procurement of equipment needed to advance the SRF program. The procured equipment will be assembled by current laboratory staff into test stands and processing facilities. A major procurement will be a new cryogenic plant which will cool the cavities to the operating temperature of 2 degrees above absolute zero. A portion of the Recovery Act funding will be targeted for the industrialization of superconducting cavities and cyromodules in the U.S. Currently there are no companies in the U.S. qualified to supply these components. SRF cavities will be procured from U.S. vendors, tested and results will be fed back to companies with advice on improving their processes. The SRF infrastructure program is scheduled for completion in 2013. By enabling procurement of long-lead items such as a cyrogenic plant, cavities and cyromodules, the funding will accelerate the plan by one year, as well as advance the capabilities of U.S. industry.... State Energy Program These funds will be used in several ways to support the goals of the ARRA program through energy efficiency and renewable energy. The result will be to reduce energy costs, reduce the emission of greenhouse gases, address the State's long-term energy plans, create jobs and stimuulate economic activity. 1. One portion of the funds ($17M) will address gaps in the current NJ Board of Public Utilities (BPU)Clean Energy Program and will do so in a manner that will seed sustainable programs and put in place long-term funding mechanisms, and to meet current energy challenges and projected future energy challenges such as creating jobs, increase energy savings, reducing greenhouse gas emissions and increasing the use of renewable resources. 2. Another portion ($6M) will be for 'EE in State Buildings,' specifically facilities in Vineland, New Lisbon and North Jersey. 3. 'Grants for Energy Efficiency, Renewable Energy and Alternative Energy' ($15M) will be to provide RE, EE and alternative energy funds to private and public projects that are commercially viable and innovative. 4. $20.6M has been awarded to seven applicants under the 'Grants for State-Sponsored Renewable Energy and Energy Efficiency Projects' . 5. Economic Development Authority(EDA) is working to finalize the program's Competitive Grant Solicitation and begin internal operations system setup, including marketing, accounting, contract documentation and related for a target 4Q09 program release. Working to finalize the joint EDA-BPU MOU. 6. The New Jersey Housing Mortgage Finance Agency (NJHMFA) is using $7M for 'Financing Programs for Residential Solar' which will provide 0% loans on an income-qualification basis. HMFA is administering $4M for a 'Low-Interest Loan Program for Residential Energy Efficiency' which also provides low-cost, loans to income-eligible applicants and HMFA is using another $4M for a 'Multifamily Energy Efficiency Improvement Pilot' which provides low-cost, loans to income-eligible applicants for buildings that are currently HMFA financed.... Spill Prevention Control/Countermeasures for Above Ground Storage Tank Inspections for various Air Force Installations in support of AFCEE. 1.0 SCOPE In accordance with 40 CFR 112; Oil Pollution Prevention and Respponse, applicable United States Air Force (USAF) installations must have revised Spill Prevention Control and Countermeasures (SPCC) Plans implemented no later than 20 November 2009. SPCC Plans must include schedules and requirements defined for ?periodic? inspections of Shop-Built Above-Ground Tanks (ASTs). 40 CFR 112.3 (d)(1)(iii) states the following with respect to the SPCC: ?The SPCC Plan has been prepared in accordance with good engineering practice, including consideration of applicable industry standards, and with the requirements of this part? (emphasis added). The purpose of this project is to conduct AST inspections of non-defense fuels shop-built tanks great than or equal to 55 gallons to less than or equal to 50,000 gallons in capacity. This inspection survey does not include field-erected bulk fuel tanks. 2.0 PROJECT OBJECTIVES The primary purpose of this project is to accomplish the following objectives for all Installations listed in Attachment 1: a. Develop installation AST Management and Inspection Plans in compliance with 40 CFR 112 requirements; b. Complete AST Owner Inspections at the installations (approximately 134 locations in total) to the extent required and perform any Formal External Inspections, Formal Internal Inspections and Leak Testing (Certified Inspections) in accordance with the Steel Tank Institute Standard for the Inspections of Aboveground Storage Tanks, SP-001, current edition. Input results of all AST inspection and inventory information into Government provided USAF Tank Microsoft ACCESS Database as required by this SOW. c. Provide comprehensive specifications and cost data for installation?s use in programming for future repairs/replacements projects of non-compliant tanks and associated systems. The Contractor shall develop comprehensive specifications and cost estimates for tanks and appurtenances such that others may use the specifications and cost estimate to contract the repair of each tank to bring the AST into conformance with the industry standard. d.
