Fair Districts Mass says it is an independent group seeking better representation for minorities, but it has proposed maps that call its motives into question. Neither proposal creates a district where minorities are more than 50 percent of the population. Both proposals lump together African-American and Latino neighborhoods from different parts of eastern Massachusetts.
