The Asian American Education Institute, a group with ties to Congresswoman Judy Chu, testified before the California Citizen's Redistricting Commission, and helped persuade the commission to include Chu's stronghold of Rosemead in the district she planned to run in. Chris Chaffee, an employee of Redistricting Partners, provided maps, and Jennifer Wada, a lobbyist hired by the institute, who lives in Sacramento and who has never lived near the area, provided "community of interest" testimony.
