Terrorist Victim Compensation Fund Equity Act - Amends the September 11th Victim Compensation Fund of 2001 to: (1) direct the Special Master to provide a minimum of $1,000,000 for each family of a decedent; and (2) repeal the collateral compensation limitation (offset).
