Veterans Health Care Full Funding Act - Requires: (1) that in the President's budget for each fiscal year, amounts shall be requested for veterans health care programs for each two-year period; and (2) the Veterans Health Care Funding Review Board (established in this Act) to determine the level of funding needed for each period.
