Water Infrastructure Improvements for the Nation Act or the WIIN Act TITLE I--WATER RESOURCES DEVELOPMENT Water Resources Development Act of 2016 Subtitle A--General Provisions (Sec. 1101) This bill requires the U.S. Army Corps of Engineers to enter cooperative agreements with youth service and conservation corps organizations for services on Corps projects.
