Amends Rule XXII (Precedence of Motions) of the Standing Rules of the Senate with respect to the number of affirmative votes required to end debate (pursuant to a cloture motion) for nominations on the Executive Calendar. Requires the question of voting on a cloture motion in the case of a nomination to be decided in the affirmative by a majority vote by the Senators.
