Stimulus Spot Check
To better understand the progress of stimulus transportation projects around the country, we drew a random sample of 520 of approximately 6,000 projects nationwide. In mid-July we asked our readers to help us track the status of these projects — whether the project had been started or has been completed, what company got the contract, and how many jobs the company says it retained or created for its stimulus contract.
"Our Stimulus Spot Check: Summer wave of projects nears crest" is the story that emerged from this study.
While not comprehensive, this chart provides a snapshot of what what was happening with a sample of projects last month. The chart does not include all information brought in by our volunteers. Information about individual projects may already be out-dated.

Received Notice to Proceed 05/04/2009 (U.S. DOT, July 17, 2009) This project began June 12, 2009 and is approximately 30 percent complete. (Sally Oxenhandler, Community Relations Manager, Missouri Department of Transportation) | Chester Bross Construction | To date, Chester Bross Construction, contractor for state project number 5I2154, has reported that 23 direct jobs, 1996.5 work hours and $75,965 payroll dollars have been supported by their work on the project. The hours reported by the contractor include only direct, on site employment and do not include indirect or induced supported employment. MoDOT estimates the monies for this project will support 220 direct, indirect and induced jobs. The methodology for estimating the number of direct, indirect and induced jobs supported with infrastructure investment stems from a report published by the Federal Highway Administration (FHWA) in 2007. The equation states that for every 1.2 billion in highway infrastructure investment, 34,779 direct, indirect and induced jobs are supported. These are not necessarily considered full-time equivalent positions, nor does it distinguish between new hires or sustained employment.(Sally Oxenhandler, Community Relations Manager, Missouri Department of Transportation) |

Project Development began in Spring 2004. It was authorized/certified on May 15, 2009, with a total project cost of $19,800,000, of which $4 million is ARRA funding. Project completion date was listed as Summer 2011 in this source. However, another NYSDOT document cites a later expected completion date: “Construction is expected to be completed in Winter 2010/2011". Bids for this project were opened on July 9, 2009. Jeff Bower of UCC Constructors says the company expects the contract should be signed by August 23, and that construction should begin immediately after. He estimates that funding for this project will not create new jobs, but will save approximately 20 jobs. | UCC Constructors, Inc. | NA (New York Monthly Summary Employment Report, June) |

Several Oregon DOT officials said this project consists of beautifying nine blocks or so through downtown Cornelius, Ore. The $385,000 in federal stimulus funds is a tiny share of the total cost: the federal dollars essentially provide for an accelerated repaving of the road and a few benches and trash receptacles on the sidewalk. The "stimulus work" won't be started until July although construction on the street has already started.
