Mr. Muñiz is an attorney and consultant at McGuireWoods. His prior experience in government includes serving as Deputy Attorney General of the State of Florida and as Deputy General Counsel to the Governor of Florida. He earned degrees from the University of Virginia and from Yale Law School. After law school, he served as a law clerk to Judge José A. Cabranes of the United States Court of Appeals for the Second Circuit and to Judge Thomas A. Flannery of the United States District Court for the District of Columbia. Mr. Muñiz and his wife reside in Tallahassee, Florida, with their three children.

Jess began working at The Heritage Foundation in May 2014 as Special Assistant to the Executive Vice President, Bret Bernhardt. Pres. Derek Halvorson recently spoke at Heritage on higher education and religious freedom, where the Newmans hosted a Washington, DC, alumni event later that evening with over seventy in attendance. Before joining Heritage, Jessica got her start in the final months of the Bush Administration working as Special Assistant to the White House Liaison and Scheduling and Advance in the immediate Office of the Secretary of Transportation. She most recently served as a senior staffer for Senator Rand Paul (R-KY) as the Director of Scheduling.

Richard graduated from Auburn University in 2013 with degrees in finance and Spanish. Upon graduation, Richard moved to Jackson, Mississippi where he taught Spanish at a public high school for two years through Teach For America. Following his time in the classroom, Richard worked with RePublic Charter Schools to open the first charter school in the state of Mississippi. He managed all start-up and business operations of the school for two years before being promoted to a network central office position, in which he managed and supported operational and financial leadership across the multi-state charter school network. In 2017, Richard moved from Mississippi to Washington, DC in order to work for Senator Lamar Alexander. Richard worked on the Health, Education, Labor, and Pensions Committee majority staff covering higher education and career and technical education policy. Most recently, Richard worked on the Chairman’s team responsible for writing, negotiating, and passing the bipartisan Strengthening Career and Technical Education for the 21st Century Act, which reauthorized the Perkins Career and Technical Education Act. He currently works on CTE policy, projects, and initiatives and is a senior advisor to the Assistant Secretary in the United States Department of Education's Office of Career, Technical, and Adult Education.

Chris helped transform the District of Columbia Public Schools into the fastest-improving urban school district in the country. He redesigned the school district's 500 million dollar budget allocation process for over 100 schools. Through his financial planning and analysis, he helped make possible new academic standards so that every student experienced art, music, PE and world language. He led the effort to implement “at-risk” student funding, an innovative new funding stream designed specifically to help low-income students. In order to create a sustainable financial position for the district, Chris introduced new student growth strategies that were described by the Washington Post as “an aggressive move to boost enrollment and maintain market share after years of ceding ground to charter schools.” In 2014, Chris was credited with overseeing the largest single year of enrollment growth for traditional public schools in Washington, DC in 50 years. This growth netted over $25 million in new revenue for the district. Since 2015, Chris has consulted for a growing education technology startup that created financial analytics software specially for school districts. He helps district leaders from around the country achieve their strategic finance goals, including greater transparency and more equitable resource allocation.
