Mr. Garrish has 30 years experience with commercial and Federal programs in the nuclear energy field. A decade of his work has centered on nuclear fuel cycle issues and nuclear waste for the commercial nuclear energy industry. In his role with ARC, Mr. Garrish provides strategic compliance advice on matters relating to the export of nuclear technology and agreements for nuclear cooperation (123 Agreements) between the United States and other countries. Previously, in numerous high level Presidentially nominated and Senate confirmed positions, Mr. Garrish was actively involved in all aspects of civil and government nuclear operations. These included— Assistant Secretary of Nuclear Energy of the US Department of Energy, where he managed the entire US enrichment enterprise before privatization, the US-Japanese cooperative programs for the certification of ALWRs, early programs for the cleanup and D&D of formerly utilized government operated US nuclear sites (such as the West Valley reprocessing plant), support for the US-Japanese Agreement for Nuclear Cooperation, the US space reactors program and numerous other nuclear programs. General Counsel of the US Department of Energy, where he supervised all aspects of the legal oversight of the Department’s commercial and government nuclear energy programs. Member of the President’s Commission on Catastrophic Nuclear Accidents (Price-Anderson Commission) which formulated recommendations to the President and Congress regarding the handling of liability and compensation in the event of a nuclear accident. In addition, Mr. Garrish previously served as a member of the Civil Nuclear Trade Advisory Committee (CINTAC) advising the Secretary of Commerce. Mr. Garrish earned a BA in economics from the University of Michigan in Ann Arbor and a JD cum laude from Wayne State University in Detroit. He is a member of the Michigan and DC Bars.
