In 1943, the Department of Interior granted permission, through Letters of authorization (dated 19 February 1943, 5 July 1943, and 19 October 1943), to the U.S. Navy to use 2080 acres of public land near Holtville, California. According to the Declaration of Surplus, dated 27 October 1947, the Navy actually used only 1248.99 acres. The Navy reduced the station to caretaker status in April 1946 and declared it surplus on 10 June 1946. Of the 1248.99 acres, 278.30 acres were transferred to the County of Imperial via quitclaim on 21 January 1949, for use as a hospital, and 791.76 acres were transferred to the County of Imperial via quitclaim on 21 January 1949, for use as an airport. The remaining 178.93 acres remained in the possession of the U.S. Department of Interior. The Department of Interior still holds ownership to this remaining portion of land. Currently, 91.66 acres of the original 278.30 acre parcel are privately owned with no specific use, and the balance, 186.64 acres, is owned by the County of Imperial as part of the Holtville Outlying Field. The 791.76-acre parcel is owned by the County of Imperial as part of the Holtville Outlying Field. The Field gets very little use and is not maintained by the County. Remaining DoD improvements that are beneficially used include the runway and taxiways. The water treatment and sewage disposal systems are currently non-operative but were beneficially used in conjunction with a tuberculosis hospital the County operated at one time. Update (Dec. 5, 2017): We have changed the source of the installation cost data after being notified by the Department of Defense that they erroneously reported their own cost figures on the DERP website. We are now displaying the costs the department says are the most accurate available, from the Pentagon’s DERP database that we received in a FOIA request.
Note: The risk level of a site refers to a relative risk assessment made by the DOD to prioritize the cleanup of sites.
