This site is located in the extreme northeast corner of Duluth, Minnesota, and is 6 miles from downtown Duluth. Haines Road and Rice... see more » This site is located in the extreme northeast corner of Duluth, Minnesota, and is 6 miles from downtown Duluth. The Air Guard and main terminal facilities can be accessed via north Trunk Highway 53, then north on Stebner Road. Haines Road and Rice Lake Road run east of the airport. Strip-type commercial development abuts the south and some of the east boundary. The west and north sides are forested with some wetlands. Groundwater: High Risk

There is VOC contamination present in the groundwater that exceeds health risk limits. There is no use of site groundwater and there are no nearby wells. Excess risk has been calculated for potential future construction/excavation workers from inhalatio It is unlikely that there are receptors for ingestion of groundwater. Potential for inhalation of groundwater vapors for future excavation/construction workers is a concern based on 2007 RI.

Soil: Risk Not Evaluated

The Site Investigation Report indicates that at the Cirrus Project Area (CPA), 2 surface samples exceeded the Minnesota benzo(a)pyrene (B(a)P)equivalent Soil Reference Value (SRV). There were also VOC detections in the subsurface soil. At the Lot 3 Proj The CPA property is used for the design, production and assembly of aircraft and therefore has active site workers. The area where the B(a)P detections were located is used for temporary plane storage and initial start-up and system testing operations. The L3PA property is used by the Commemorative Air Force for storage, display and restoration of vintage aircraft and miscellaneous other military artifacts. The Minnesota Air National Guard also uses a building on the property as a hangar. In each case, there is a potential that workers present at the site could be exposed to contamination at the surface. All soil detections were below risk-based levels in the 2007 RI.
