President James Madison directed the construction of the former Cold Spring Foundry upstream of the West Point Military Academy to supply the United States with ordnance. The lands, on which the Cold Spring Foundry was located, were acquired privately in and around 1818. The buildings were erected and the company began producing cast iron products in approximately 1820. A previous comment indicated that the site consisted of 1,888 acres, in total, of which 456 acres are considered to be the affected area.In the 1850's as the Civil War approached the United States purchases from the Foundry increased markedly. When the Civil War began the United States Military bought Cold Spring's entire production line. This continued until about 1870. There is evidence that the Foundry and the U.S. Military had a very close association throughout the period that the Foundry operated. The Federal Ordnance Bureau stationed resident inspectors on site "to monitor the manufacturing and to supervise firing tests of finished products". For about one third of the period that the Foundry produced cannons, the United States substantially controlled its operations by purchasing all of the cannons that the Foundry produced.In 1994, a Corps of Engineers contractor using a surface magnetometer, tested the Crow's Nest area and a 100-yard wide area along the West Point boundary in the State Park. Approximately 500 pieces of ordnance, some still active were found within the search area, which included the Park.A fire on the eastern slope of the mountain revealed the presence of live ammunition in the park area. The fire burned much of the bush and underbrush, which lead to soil and rocks sliding down the mountain onto the New York State Route 218.
