Project Description

The Onei Saydan school requires a boundary wall and refurbishment. through various COIN Operations and shuras the Village Elders have determined this project as a priority. The perimter wall shall be a red brick masonry wall with continuous reinforced conrete foundation. The masonry wall shall be reinforced with horizontal and vertical rebar. The school refurbishment will include repainting of the enitre school to include repairing all cracks and sedimentary damage to the enitre building. Additionally, the contractor will be required to construct 5 20ft x 20ft concrete patios with overhangs. Each patio will have 4 benches and each bench will be 10 feet in length. The playground set will include 10 swings, 4 see-saws, a volleyball court with 20 volleyballs with 2 sets of volleyball nets and poles, a soccer field to include two soccer goals with 50 soccer balls and 4 slides.

Project Goals

This project will aid in the Village elders belief in their government and enable them to have confidence amongst the villagers that their government. The ANA & ANP of the PEA area routinely patrol this school to instill confidence amongst villagers that their government is here to support them and promote education. Additionally this project will help empower teachers and safegaurd their students while they are in school. Finally, this development project will display to young adult males that both governance and development continue to strive within PEA regardless of INS influence. Comments: PM- MAJ Moberg

Results

The contract period for the project was for 2 months starting on 10 AUG 2010 and was intended to end 15 NOV 2010. The contract was signed and obligated, and payments were made. The total contract award was for 140,000.00USD. TF REPEL paid out 139,900.00USD. TF THUNDER with the support of USACE engineers did not determine the amount of work completed on the school to be concurrent with the amount paid out. Consequently, there is only 100.00USD remaining on the contract but more than 100.00USD worth of work remaining on the project. Therefore, not enough funds remaining to complete the project to a 100% standard.

Updates

26 MAY 2011-- TF THUNDER submitts project and it's documents to "Patriot 6" , via CIDNE, for termination of this project.

27 APRIL 2011-- TF THUNDER IS IN THE PROCESS OF TERMINATING THIS PROJECT. THE INVESTIGATION IS STILL UNDER-WAY.

MARCH 01 2011--PROJECT IS STILL UNDER INVESTIGATION BY THE CONTRACT FRAUD AGENCY

FEB 01 2011--THUNDER S9 OIC encountered some discrepancies with this project including the percentage complete and amount of money paid to the contractor. This project has been submitted to proper authorites and the CONTRACT FRAUD AGENCY for investigation.

Oct 22 2010 This project has been going along very well. The minister of Education Mufteen Jaffa has personally gone and inspected the project. The contractor is Asia Steel Limited. The project was officially TOA'd to 5-25 FA on 21 October 2010. This project should be finished within the next two weeks.
