Federal health inspectors from the Centers for Disease Control and Prevention inspect cruise ships twice a year, checking everything from kitchen equipment to dishwasher temperatures, and grade ships based on what they find. A score below 86 is considered failing. Cruise ships are also required to report all illness outbreaks affecting more than 3% of passengers or crew to the CDC. Inspections and outbreaks from 2010 to the present are shown below.

Some of the mobile induction cooking food carts had a fan on the control panel. Old food soil was noted on the fan guards next to the control dials.

Water was leaking from the deckhead panel in dry stores room # 6.11, just outside the adjacent walk-in cooler door. The water from this leak was puddled in this dry stores room. A technical team was working on locating the source of the leak while the inspection team was in the area. No food was impacted by this leak.

A puddle of cloudy water was found on the deck in the back left corner of hot galley walk-in cooler #6.6.

Galley-Deck 6 - Soup / Sauce Station

The drain valve on kettle 2, which had been previously cleaned, was found with old food soil in the valve fitting when it was removed. The interior of the valve was also soiled.

Galley-Deck 6 - Fryer / Braising Station

The sanitizing solution for the wiping cloth storage had a grease film on the surface.

Two adjacent tilting skillets had rubber lid gaskets that are becoming rough and difficult to clean, particularly on the interior corners.

Numerous leaks from the deckhead, including from the framing of deckhead access panel #6/4, were dripping onto the counter and soup bowl loworator and the adjacent walking area. A technical team was trying to locate the source of the leak while the inspection team was in the area.

Dried food soil was found in a large pot stored in the clean utensil storage area.

The backflow preventer on portside ice machine #2 water supply line was constantly leaking.

The drain valve assemblies on kettles #2 and #3 were soiled with dry food soil. Kettle #3 valve appeared to also have fiberglass insulation from the interior of the kettle jacket in the soiled valve.

A water leak from the deckhead through the light fixture in front of reach-in cooler #50205 was observed. The water was falling to the deck in a walking area and did not impact food during this inspection.

The new backflow preventer on the water supply line for the ice machine had a constant leak from the atmospheric vent indicating a possible malfunction.

A small fly was observed on the sneeze guard of the buffet line while the line was in active service.

The dutch door in the counter had a hole below the top counter piece of the door filled with dust.

Galley-Deck 14 - Dishwashing

The right two of the five upper final rinse nozzles, observed from the clean end of the machine, were not spraying an effective pattern to cover the dishes traveling through this part of the dishwash machine.

The last final rinse nozzle on the upper final rinse manifold of the glasswasher was not producing an effective spray pattern. The entire lower final rinse manifold was pointing the nozzles at a 45° angle and primarily spraying the adjacent bracket that advanced the glass racks through the machine. Crew turned the manifold to an upright position that exposed the dishes to the lower final rinse spray while the inspection team was in the area.

Buffet-Deck 14 - Food Displays

The decorative mini 'Dawn Princess' sailing ships over the port and starboard serving lines had an accumulation of dust on them.

Room Service-Deck 9 - Bell Box

The plastic food transport carts had old food soil in the seam between the shelves and the back panels.

Galley-Deck 8 - Pizza

The clean utensil and equipment storage area illumination was measured at 50-70 lux.

Provisions-Deck 3 - Dry Stores

Containers of passenger previously purchased wine and other beverages was stored directly on the deck in Red Wine Stores #3.10.

A case of plastic buckets for a beer promotion was stored directly on the deck.

Provisions-Deck 4 - Frozen Stores

The light fixtures on the right side of Frozen Vegetable walk-in freezer #4.11 were filled with frozen rusty water. The decks below each of these light fixtures also had accumulations of ice. No ice from these leaks was found on the adjacent cases of frozen food.

Provisions-Deck 4 - Poultry Defrost

A water leak was found in the poultry defrost room deckhead from a hatch in walk-in cooler #4.14. The shelves of defrosting poultry had been rearranged to avoid the leak which was now falling on a walking area.

Potable Water-Cross-Connection Control Program

The cross-connection control log was incomplete in many areas. The log for testable devices did not clearly identify the plumbing systems that had cross-connections. An example was a listing in the log that identified lower deck 5 main galley as the only identification of the cross-connection. Further investigation revealed that this was a cross-connection with the galley hood cleaning system. Other testable devices on the log were not very specific on the location or type of backflow prevention device that was used. For example, the type of backflow on the laundry filling line was listed as an RPZ, but the model or make was not known. Also, the log for the non-testable backflows did not include passenger and crew toilets and showers or the chemical dispensers. It was unclear when these non-testable devices were last inspected.

Recreational Water Facilities-Deck 14 - Stbd Whirlpool

The pH level at the open whirlpool was below 6.5 on repeated tests with both the inspector's and crew member's test kit. The analyzer in the whirlpool pump room showed that the pH level was 5.25. The occupant in the whirlpool was advised to exit and the whirlpool was immediately closed.

Potable Water-Deck 11 Aft Machine Room

Water supply lines to the compensation tanks for the Oasis pools and whirlpools were striped blue after the reduced pressure assembly backflow prevention devices.

Water continuously dripped from the deckhead onto the deck near the entrance door and in the middle of the room. Staff wiped off the condensation, but it reappeared. No food items were impacted.

There were two slotted fasteners in the food contact area of the right potato peeler.

Provisions-Frozen Meat

Water continuously dripped from the deckhead into a plastic bin placed on top of boxes of meats. Staff stated the leak had been ongoing and would be addressed during the May 2012 dry dock.

A pool of water was on the deck in the corner to the left of the entrance and behind pallets stored along the left side of the room. Also, the bulkhead/deck juncture behind these pallets was soiled.

Buffet-Egg Station

There was no consumer advisory posted at the egg station where egg products could be served raw, undercooked, or cooked to order.

Galley-Warewash Area

Condensation was along the deckhead above the soiled end of the in-use flight-type warewash machine. Staff wiped off the condensation. After a period of time, no further condensation began to form.

On the soiled end of the warewash machine, the clean-out port/deckhead juncture was soiled. This area was cleaned.

Galley-Cooling Logs

The logs indicated english bacon was placed in the blast chiller on the day of the inspection at 06:00 with a temperature of 58°F. There were no further temperature readings for this food product when the blast chiller logs were reviewed around 09:15. The english bacon could not be located.

Galley-Potwash Area

For the in-use hood-type potwash machine, the wash pressure gauge indicated 30 psi. The manufacturer's data plate required 35 psi. Also, the final sanitizing rinse pressure gauge indicated 13-15 psi. The manufacturer's data plate required 20 psi.

At the handwash station outside the clean end of the potwash area, there was a gap where the tack welds of the bulkhead profile strip near the door were loose.

Food Service General-Lighting

The light intensity was below 110 lux behind and around many pieces of deck- and counter-mounted equipment. This was observed behind the ice machines, between the equipment at the beverage stations, and between the combination ovens in the galleys.

The top of both decorative bulkheads were soiled.

The chilled water lines for the ice machines were not uniquely identified.

Galley-Deck 6

During inspection of the ice machine, the First Ventilation Fitter was observed pushing ice from the ice forming area into the storage bin below. This crew member was not observed washing his hands upon entering the galley or before handling the ice and he was not wearing gloves. Upon completion of the machine inspection, the Chef requested that all of the ice be removed from the storage bin, and the machine be washed, rinsed, and sanitized.

There were no towels at the handwash station next to the tilting pans. The towels were replaced.

The grease pan housing of the left grooved grill was soiled with grease residue at the upper right corner. The grease pan housing of the right grooved grill was soiled with grease residue along the back top seam.

For the in-use hood-type potwash machine, the wash temperature gauge indicated 200°F and excess steam was coming out of the machine during the wash cycle. The manufacturer's data plate required 150°F. The wash pressure gauge indicated 40 psi. The manufacturer's data plate required 35 psi.

The dining room menus did not contain a consumer advisory statement.

The faucet between the wash and rinse compartments of the three-compartment sink was leaking.

The end of a wire whisk handle in a sauce pan was uncapped.

The potable water line and electrical cord from the coffee machine were draped across the counter top, making cleaning difficult.

Water dripped from the deckhead-mounted light fixture onto the in-use deck-mounted vegetable mixer. The food item in the mixer was discarded.

Provisions-Frozen Meat

Water continuously dripped from the deckhead into a plastic bin placed on top of boxes of meats. There was approximately 25 millimeters (1 inch) of ice inside the plastic bin.

Potable Water-Distillate Lines

The distillate lines from the evaporators were not striped to the production halogen injection point in accordance with ISO 14726 standards (blue/gray/blue).

Other-Deck 4 Boutique Storage

Soap, lotion, and other liquid sundries were stored above and adjacent to individually packaged foods, such as noodles, candies, and bottled juices.

Ventilation-Deck 6 Aft Fan Room 6.7

An ice cream machine was stored in fan room 6.7. A sign posted indicated the machine had been stored in the room since 29 December 2011 due to a lack of storage space.

The light intensity along the stainless steel food preparation counter was less than 220 lux.

Chart recorders or electronic data loggers were not installed to record the pH and halogen for each recreational water facility. Staff stated the equipment would be installed during the May 2012 dry dock.

The backflow prevention device was installed on the end of the hose allowing it to fall below the spill line of the sink. Additionally, the backflow prevention device was designed for non-continuous pressure but there was a spray gun at the end of the hose.

There was no air gap between the collection pan and the vent of the reduced pressure backflow prevention device for filling the double bottom tank.

There were no specimen collection containers or shipping box for clinical specimens. Per the doctor, the vessel had to use these supplies and were expecting a shipment to arrive on the day of the inspection.

The lights above the waiter station were not shielded or shatter-resistant. Clean china was stored on this station.

Norovirus Outbreak on Aug 21, 2012

Symptoms: vomiting, diarrhea

In response to the outbreak, Princess Cruises and the crew aboard the ship have taken the following actions:Increased cleaning and disinfection procedures according to their outbreak prevention and response plan,Made announcements to notify onboard passengers of the outbreak, encourage case reporting, and encourage hand hygiene,Collected stool specimens from ill passengers and crew, tested the specimens onboard using a rapid Norovirus test, and made plans to send them to the CDC lab,Made twice daily reports of gastrointestinal illness cases to the VSP,Has deployed a public health officer from the corporate office to supervise implementation of the ship’s response plan,Is consulting with CDC on plans for their super sanitation procedures in Seward, AK.Two CDC Vessel Sanitation Program environmental health officers will board the ship on arrival in Juneau, AK on September 7, 2012 to conduct an environmental health assessment and evaluate the outbreak and response activities. Stool specimens will be sent to the CDC lab for confirmatory testing and genome sequencing.

Coast Guard Sector Juneau received notification from M/V Dawn Princess of a passenger whom had slipped and fractured their left ankle. Passenger was treated on board and continued voyage.
