Conflicts Management Plan for Principle Investigators having real or potential conflicts of interest and or effort with respect to their funded research:

Since the PI has disclosed the spouse’s significant financial interest in a subawardee, the following conflicts management plan is deployed.
To avoid the PI from even unwittingly, making decisions that could be, or could be perceived to be, in the interest of the conflicted entities over and above the interests of the project goals, and over and above the Blumberg Institute, a conflicts management plan is convened.
The conflicts that could emerge, that we can recognize, presently deal with the following:
• Staff time
• Staff space
• Staff resources
• Inventions
• Spending of money
We propose to manage these conflicts by
• Having the annual spending (budget) and space usage plan requiring approval of a conflicts management committee
• Departures from the spending plan of more than (b)(4), re-allocation of staff effort, would need to be approved
• Inventions arising from any individual paid by this grant would be recorded as an invention disclosure and disclosed to the conflicts committee at the time of, or before, the invention disclosure
• The conflicts committee would propose remedies to the PI and President of The Blumberg in the event the conflicts committee believes that conflicts needing actions are occur
• Publications and scientific progress reports arising from this research will be reviewed by the committee before submission.
The Technology Committee of the Board of The Blumberg will hear and rule on disputes should the PI and the Conflicts Committee is in disagreement
The conflicts committee will include at least:
1 member of the Blumberg Board
1 member of the Blumberg faculty
The COO

The COO would serve as the entry point for information to and from the PI and to and from the Conflicts committee

PUBLIC HEALTH RELEVANCE With liver cancers in general, and HCC in particular, which is now one of the leading causes of cancer-related deaths in the US, and with early detection as one of the most critical determinants of outcome, there is an urgent need for effective non-invasive methods of identification of those who are at risk and need to be referred for further care. Current approaches miss most cancers, and the most widely used non-invasive marker, serum AFP, which only detects approximately 50% of cancers, is not effective for early detection, resulting in a lack of meaningful intervention. Therefore, our approach is intended to complement the current methods of detection, as well as provide information about the cancer genetics, for better disease management for prognosis improvement.
