Conflict of Interest
Institutions must file significant disclosures to the National Institutes of Health if they determine financial relationships could affect the design, conduct or reporting of the NIH-funded research. The NIH provided us with their entire financial conflict of interest database, with filings from 2012 through 2019.

Based on Washington University’s Research COI Policy and the Procedures for Determining and Managing Research Financial Conflicts of Interests, Washington University determined Dr. Moran’s personal financial relationship with Neurolutions related to the above referenced research creates a financial conflict of interest due to the following reasons:
• Dr. Moran’s personal financial relationship is directly related to the research because this study is evaluating, a technology licensed by Neurolutions and the company is sponsoring the research.
• Should the outcome of the research demonstrate safety and efficacy of the Neurolutions technology, the company could directly benefit due to the ability to commercialize and distribute the (b)(4) product and associated software.
• Because Dr. Moran and Washington University own equity in the company and will earn royalties from the sale and distribution of the licensed technology, he and WU could directly benefit, should the company’s equity value increase as a result of the study.
• Dr. Moran’s role as described below could directly affect the research
While the committees determined financial conflicts of interest exist, they concluded sufficient mechanisms exist to ensure the objectivity and integrity of the research, based on the following reasons:
• The study presents relatively little risk to the human research subjects because the primary research intervention, electroencephalography (EEG), is non-invasive.
• Dr. Moran is not involved in the recruitment, enrollment, or consenting processes.
• Dr. Moran is uniquely qualified by virtue of his expertise and experience, and the research could not be conducted as safely or effectively without his involvement.
• Additionally, a plan has been developed to mitigate the financial conflict of interest.
The Neural Mechanisms of a Contralesionally-Driven Brain Computer Interface for Motor Rehabilitation of Chronic Stroke
PROJECT NARRATIVE The proposed research is relevant to public health because developing a deeper understanding of how the brain changes with neuroprosthetic rehabilitation of chronic stroke will fundamentally expand the knowledge of how to best harness these dynamics with a brain computer interface to induce a functional recovery. Thus, the proposed research is relevant to the NINDS mission, which is to develop knowledge about the brain and to use that knowledge to reduce the burden of the neurologic disease of stroke.
