Issue:

Travel Board/Videoconference Hearing docket sheet released to Veteran. Seven names on the listing, the Veteran's and six others. Of the six others, three claim numbers were complete SSNs. The remaining three had eight number C numbers. Docket sheet was in claim file stapled to the notice letter to the veteran notifying him of the scheduling of his hearing and a letter from his representative to the Regional Office. Implication is that either Veteran or Representative received copy of the docket sheet with SSNs. That, or the document was included in the file by VA personnel at the same time that the Rep's letter was received. In any case, the Veteran has received a copy of the claim file since then and so, must be presumed to have received the unredacted docket listing.

Outcome:

05/29/13: Three (3) Veterans will be sent letters offering credit protection services due to full SSN being exposed.
