Schedule F, Part I, Line 2 Project HOPE establishes budgets for field activities based on program designs, work plans and agreements with program sponsors. Funds are transferred from Project HOPE headquarters to field offices in order to fund field activities based on the approved budgets. Expenditures and program activities are monitored and evaluated against budgets. Appropriate and timely adjustments are made to bring actual activities and expenditures in line with budgets. Project HOPE, being subject to the Office of Management and Budget Circular A-133, "Audits of States, Local Governments and Non-Profit Organizations" monitors award recipient organizations to determine whether award recipient has a) met the audit requirements of Circular A-133, and B) is in compliance with Federal laws and regulations. Foreign award recipient organizations not subject to audit requirements under OMB Circular-133 must complete Project HOPE's Audit Certification and Financial Status Questionnaire.
