THE FLINT HILLS REGIONAL COUNCIL IS A VOLUNTARY SERVICE ASSOCIATION OF LOCAL KANSAS GOVERNMENTS FROM CLAY, DICKINSON, GEARY, MORRIS, RILEY,POTTAWATOMIE AND WABAUNSEE COUNTIES AND THEIR RESPECTIVE MUNICIPALITIES AND UNINCORPORATED AREAS. THESE LOCAL FLINT HILLS GOVERNMENTS HAVE FORMED THE FHRC TO PROVIDE SERVICE OF MUTUAL BENEFIT TO THE REGION BEST GAINED FROM COOPERATION AND PARTNERSHIP. |

FLINT HILLS TRANSIT ADMINISTRATION (FHRTA) FISCAL AGENT: AT THE END OF 2014 FHRC WAS NAME THE FISCAL AGENT FOR THE FHRTA. THE FHRTA WAS CREATED AS A PUBLIC ENTITY THROUGH AN INTER-LOCAL AGREEMENT APPROVED BY THE KS ATTORNEY GENERAL'S OFFICE, IN ODER TO RECEIVE FEDERAL FUNDS THROUGH THE FEDERAL TRANSIT ADMINISTRATION PROGRAM 5307 FOR URBAN AREAS. THE GOVERNING BODY IS MADE UP OF REPRESENTATIVES APPOINTED BY ELECTED OFFICIALS OF EACH OF THE MEMBER GOVERNMENTS. FHRC WILL SERVE AS THE FISCAL AGENT UDNER A MEMORANDUM OF UNDERSTANDING AND INCLUDES MANAGEMENT SERVICES FOR THE USE OF THE FEDERAL FUNDS FOR TRANSIT RELATED SERVICES. THE FHRC'S DIRECTOR SERVES AS THE SECRETARY OF THE FHRTA POLICY BOARD AND OVERSEES THE WORK OF THE REGIONAL TRANSIT AND MOBILITY MANAGER HIRED BY FHRC TO MANAGE THE PLANNING PROCESS. FHRTA IS CONSIDERED HOSTED BY FHRC, AND HOLDS THE POWER TO HIRE AND FIRE FHRTA EMPLOYEES, AND TEHREFORE THE FINANCIAL STATEMENTS OF FHRTA HAVE BEEN COMBINED WITH FHRC. |
