SCHEDULE F, PART I, LINE 2 PROCEDURES FOR MONITORING THE USE OF GRANT FUNDS OUTSIDE THE U.S. THE INTERNATIONAL SERVICES DEPARTMENT OF THE AMERICAN RED CROSS HAS AN ESTABLISHED STANDARD OPERATING PROCEDURE REQUIRING THE USE OF PROJECT MANAGEMENT SOFTWARE, WHICH PROVIDES FOR MONITORING OF SUB-RECIPIENTS UNDER FEDERALLY, PUBLICLY AND PRIVATELY-FUNDED PROJECT AGREEMENTS ON A MONTHLY BASIS. THE PROJECT MANAGEMENT SOFTWARE PROCESS REQUIRES BOTH FINANCIAL AND PROGRAMMATIC REPRESENTATIVES TO REVIEW, APPROVE AND THEN UPLOAD SUB-RECIPIENT REPORTS INTO THE PROJECT MANAGEMENT SOFTWARE SYSTEM. GENERALLY, AMERICAN NATIONAL RED CROSS COUNTRY OR REGIONAL REPRESENTATIVES (CR/RRS) ARE RESPONSIBLE FOR MONITORING SUB-RECIPIENT COMPLIANCE WITH THE TERMS AND CONDITIONS OF THE SUB-RECIPIENT PROJECT AGREEMENT, FOR ADDRESSING INSTANCES OF NON-COMPLIANCE, AND FOR DOCUMENTING THE MONITORING AND RELATED CORRECTIVE ACTIONS INTO THE PROJECT MANAGEMENT SOFTWARE. IN LOCATIONS OF SUB-RECIPIENT ACTIVITY WHERE THERE IS NO CR/RR, THE REGIONAL DIRECTOR (RD) WILL DESIGNATE AN APPROPRIATE STAFF PERSON (E.G., DELEGATE OR PROGRAM OFFICER) TO FULFILL THESE RESPONSIBILITIES. PRIOR TO INCEPTION OF PROJECT ACTIVITIES, THE CR/RR REVIEWS ALL SUB-RECIPIENT CONTRACTUAL OBLIGATIONS STIPULATED IN THE PROJECT AGREEMENT, INCLUDING FINANCIAL AND PROGRAMMATIC REPORTING, AS WELL AS OTHER MONITORING AND NON-CONTRACTUAL ACTIVITIES.
