DESCRIPTION OF ORGANIZATION'S PROCEDURES FOR MONITORING THE USE OF GRANTS FORM 990, SCHEDULE I RECORDS: PCSI MAINTAINS DETAILED PAYMENT RECORDS FOR EVERY GRANT. ELIGIBILITY: GRANTEE ELIGIBILITY IS REVIEWED AND DOCUMENTED FOR EACH GRANT REQUEST; VERIFYING APPROPRIATE IRS CLASSIFICATION, CHARITABLE PURPOSE AND LEVEL OF COMMITMENT TO BEING ACCOUNTABLE AND TRANSPARENT. SELECTION CRITERIA: PCSI RATES CHARITIES BY EVALUATING THREE AREAS OF PERFORMANCE; THEIR CHARITABLE MISSION, FINANCIAL HEALTH AND THEIR ACCOUNTABILITY AND TRANSPARENCY. THE RATING SYSTEM ASSISTS THE BOARD OF DIRECTORS WITH IDENTIFYING HOW THE CHARITYS MISSION EMBRACES OR ALIGNS WITH OUR MISSION, HOW EFFICIENTLY WE BELIEVE A CHARITY WILL USE THEIR SUPPORT AND HOW WELL IT SUSTAINS ITS PROGRAMS AND SERVICES OVER TIME. CHARITABLE MISSION: PCSI IS INTERESTED IN PROVIDING GRANTS AND SUPPORT TO CHARITIES THAT EMBRACE A DESIRE TO LEND ASSISTANCE, EDUCATION, TRAINING AND/OR EMPLOYMENT PLACEMENT TO DISABLED INDIVIDUALS AND OTHERS IN NEED OF ASSISTANCE IN SOCIETY. FINANCIAL HEALTH: PCSI BASES ITS FINANCIAL HEALTH EVALUATIONS ON THE FINANCIAL INFORMATION EACH CHARITY PROVIDES IN ITS IRS FORM 990. THAT INFORMATION IS THEN USED TO ANALYZE A CHARITYS FINANCIAL PERFORMANCE IN FIVE KEY AREAS THAT ASSESS ITS FINANCIAL EFFICIENCY AND FINANCIAL CAPACITY. FOUR OF THE FIVE FINANCIAL PERFORMANCE METRICS THAT ARE ANALYZED ARE ABOUT A CHARITYS FINANCIAL EFFICIENCY: PROGRAM EXPENSES, ADMINISTRATIVE EXPENSES, FUNDRAISING EXPENSES, AND FUNDRAISING EFFICIENCY. THE FIFTH FINANCIAL PERFORMANCE METRIC IS ABOUT A CHARITYS FINANCIAL CAPACITY; WORKING CAPITAL RATIO. ACCOUNTABILITY: PCSI DEFINES ACCOUNTABILITY AS AN OBLIGATION OR WILLINGNESS BY A CHARITY TO EXPLAIN ITS ACTIONS TO ITS STAKEHOLDERS AND TRANSPARENCY AS AN OBLIGATION OR WILLINGNESS BY A CHARITY TO PUBLISH AND MAKE AVAILABLE CRITICAL DATA ABOUT THE ORGANIZATION. THERE ARE VARIOUS DATA SOURCES USED WHEN EXAMINING ACCOUNTABILITY AND TRANSPARENCY (EX: INFORMATION FROM THE IRS FORM 990, THE ORGANIZATIONS WEBSITE, AND DIRECT CONTACT WITH THE COMPANY, THE COMPANY'S EMPLOYEES AND/OR DIRECTORS, ETC.).
