Schedule C, Part I-A, Line 1
Level Health Project engaged in lobbying activities that were insubstantial compared to the organization's exempt purpose activities. A. Direct Lobbying: 1g: Direct contact with legislators, their staffs, government officials, or a legislative body I. Sacramento Advocacy -We met individually with the staff from elected officials' offices: 1) We endorsed and sent a team of 3 people to the 19th Annual Immigrant Day in Sacramento on May 23rd. We visited 2 of our representatives, State Senator Loni Hancock and Assembly member Rob Bonta office staff, and advocated for the Immigrant Day platform. The priority bills that we focused on were: a) SB 10 (Lara) Expand Healthcare to All Undocumented Californians; b) AB 2298 (Weber) Gang Database & Suppression - Accuracy, Consistency and Transparency; c) AB 2792 (Bonta) Truth Act; d) SB 1015 (Leyva) 2016 Domestic Worker's Bills of Rights; e) SB 1418 (Lara) Medi-Cal Expansion for Undocumented Adults; f) State Budget - One California: CDSS Immigration Services Funding. three staff members attended (total 24 hours, 8 hours each staff). 2) We visited Assembly member Rob Bonta "Safe and Secure Job" make recommendations of priority bills that support day laborers (June 2nd) . a) AB 2261 (Hernandez) - Provides the Labor commissioner with the authority to independently cite an employer for unlawful retaliation; b) AB 2434 (Bonta) - Blue ribbon commission to study growing public higher education for capacity to be universal and tuition free; c) AB 1270 (Garcia) - Alignment of Federal and State Workforce Training Systems; d)AB 2532 (Chiu) - U & I Repeal - This bill would repeal section of the Unemployment Insurance code requiring employment service providers to check the work authorization documents of individuals seeking services from an employment service agency; e) SB 1167 (Leyva) - Indoor Heat Bill; f) SB 1001 (Mitchell) - Document Abuse; g) AB 2895 (Hernandez) - This bill would require employers to make copies of their Injury and Illness Prevention Program (IIPP) available to workers; h) SB 1015 (Leyva) - Deletes the repeal date of aw that regulates wages, hours & working conditions so that the Domestic Worker Bill of Rights is extended & makes overtime compensation for domestic workers a temporary requirement; i) AB 2159 ( Gonzalez) - This bill would provide that in civil actions for personal injury or wrongful death, evidence of a person's immigration status of not admissible & discovery of a person's immigration status is not permitted. One staff person attended (8 hours). II. City of Oakland advocacy: November 30th - Oakland City Council Meeting - Support to "Resolution denouncing tactics used to intimate immigrants residing in Oakland and re-affirming the city's declaration as a city of refuge". Three staff members attended (total 12 hours), 10 volunteers attended (total 40 hours) III. Alameda County Advocacy: June 9th - Visit Alameda County Supervisor Wilma Chan. 1) make recommendations of priority bills that support day laborers; Support a multi-year funding strategy that provides core support to programs that leverage cross sector partnerships that educate workers and advocate for health and safety standards on behalf of those most vulnerable to exploitation in Alameda County, primarily recently arrived Monolingual Mam speaking Guatemalan day laborers; 2) raise public awareness and accountability by hosting public hearings that feature contingent workers, to inform employers and governmental agencies of worker's health and safety experiences; 3) continue and increase investment into the indigent care funding for Measure A allocations; further specify funding to agencies included in this budget to include Mental Health services to those excluded from the Affordable Care Act; 3) use ACE's research and local ACE's data to identify groups of people who may be at higher risk for substance abuse and related behavioral problems. Allocate funding towards mandated ACE's training for all agencies with the capacity to develop community health workers who can be bridges in identifying and addressing issues including STDs, alcoholism, and trauma; 4) partner with community agencies to develop metrics for health outcomes on indigent population in Alameda County. Support community informed, strength-based research that further measures migration experience, family history, and workplace hazards. One staff member attended (4 hours). IV. We advocated for legislation during Public Comment during these City and County meetings: 1d: Mailings to members, legislators, or the public 1) "Interfaith letter to support TPS for Northern Triangle Countries and an end to ICE Raids" sign on letter sent to President Barack Obama and Jeh Johnson, Secretary U.S Department of Homeland Security (June 9th); 2) Sign on letter to DHS Secretary Johnson and Attorney General Lynch on ICE Raids Targeting Central American Families and Youths (June 14th); 3) National sign on letter opposing the Stop Dangerous Sanctuary Cities Act (S.3100) and the Stop Illegal Reentry Act (S.2193) addressed to: Mitch McConnell, Majority Leader U.S Senate; Harry Reid, Minority Leader U.S Senate (July 5th); 4) Letter of support for SB 1167 (Leyva) Employment safety: indoor workers: heat regulations (July 27th); 5) Sign on letter regarding sanctuary schools and campuses; calling for all California public schools and colleges to be safe, inclusive, and equitable learning environments for all California students, especially the most vulnerable including students of color and immigrant, LGBTQ, Muslim, female, and differently abled students (November 18th); 6) Sign on letter "Request to Not End Deferred Action for Childhood Arrivals for Dreamers" addressed to President Donald Trump (December 21st). One staff person participated (total 6 minutes). 1e: Publications, or published or broadcast statements 1) We encouraged staff, volunteers, and partners - via email - to support legislation; 2) Broadcasted Statements B. Grassroots Lobbying: 1) Facebook Post to Support Farm Workers (March 25th).Facebook post call to action for audience to attend protest: Action at Costco to Boycott Driscoll farms . One Staff person attended (1 minute); 2) Fast Food Worker's day of Action (April 14th) Coalition of unions, community organizations, workers, students, etc. came together for various actions throughout the day. Staff attended to support fight for $15 campaign; calling out McDonald's practices, Uber coming to Oakland, calling out on Sheriff Ahern and the collaboration between police and Ice. One Staff person attended (3 hours); 3) Workers Memorial Day (April 28th) Staffs, Oakland Worker's Collective members, volunteers march/rally in Oakland to support overall immigrant and workers' rights. Four staff members attended (total 12 hours), 10 volunteers (30 hours); 4) May Day International Workers' Day (May 1st) Annual May Day action took place in Oakland and staffs attended to support overall immigrant and workers' rights. Four Staff members attended (total 12 hours); 5) Facebook Letter of Support (May 27th) Facebook post asking audience to sign letter of support regarding renewal of DACA application denied over participation in peaceful civil disobedience addressed to Joh Johnson, Secretary U.S Department of Homeland Security; Alexandro Mayorkas, Deputy Secretary U.S Department of Homeland Security; Leon Rodriguez, Director U.S Citizenship and Immigration Services U.S Department of Homeland Security. One Staff member 1 staff attended (1 minute); 6) Facebook Free Elmer Campaign (June 13th) Facebook post asking audience to sign petition "Free Elmer Campaign" NDLON; Stop the deportation of 18 year old refugee father Elmer Reynoso (A# 202-078-018).
