MNEEP IS ORGANIZED TO INCREASE THE SUCCESS OF MINNESOTA STUDENTS OF COLOR IN MINNESOTA SCHOOLS, COLLEGES AND UNIVERSITIES. MNEEP CONSISTS OF FOURTEEN EDUCATION INSTITUTION PARTNERS WHO INCLUDE ALL OF MINNESOTA'S PUBLIC AND PRIVATE EDUCATION SYSTEMS, THE MINNEAPOLIS AND SAINT PAUL PUBLIC SCHOOLS, AND SEVERAL SUBURBAN AND RURAL SCHOOL DISTRICTS. MNEEP WORKS CLOSELY WITH STUDENTS, PARENTS, COMMUNITIES OF COLOR, BUSINESS, GOVERNMENT AND OTHER NON PROFITS ON INNOVATIVE STRATEGIES THAT HELP STUDENTS TO SUCCEED.

MN Black Male Achievement Network (MnBMAN): This MNEEP Program Network brings together leaders from K-12, higher education and community focused on the acceleration of achievement for African American young men in Minnesota. MnBMAN oversees the "Solutions Not Suspensions Campaign". MNEEP Minnesota Solutions Not Suspensions (SNS) is a campaign to end discipline disparities in public school systems, beginning with the Minneapolis Public Schools. This trailblazing effort is founded on MNEEP's own research, which revealed the way overly harsh discipline measures and unjust racial biases in local education systems contribute directly to the disproportionate push out of African American boys through detention, suspension, and expulsion. SNS focuses on cultural change within schools, redefining how schools perceive, interact with, and respond to the concerns of African American students and reframing how students view themselves, which empowers them and increases feelings of self-efficacy and connection to school. The 2015-2016 year produced a pilot restorative practice circles process implemented in a St Paul elementary school.

Race Equity and Excellence in Education Network (REEEN): This MNEEP Program Network builds local leadership capacity in communities of color throughout Minnesota, to ensure that communities have the knowledge, skills, resources, and connections necessary to address educational inequity through community collaboration. MNEEP's model requires a leadership team comprising school leaders, community leaders, families, and other community members. This framework is helping multiple communities across the state define ways to set race equity goals and implement effective cradle to career solutions to improve outcomes for students of color. In 2013-2014, the REEEN effort produced the organization's first "Race Equity and Excellence in Education Action Plan" outlining key recommendations for race equity policy and practice, from a collective action approach of community coupled with school leader voices, local American Indian leaders and student input and overall community leaders' input. In 2015-2016 the REEEN model was implemented in two regional communities: the Mille Lacs and SW MN areas of MN.

Teacher of Color/American Indian Teacher Campaign (TOC): The TeachMN2020 Initiative seeks to drive a statewide campaign for increasing the numbers of teachers of color/American Indian teachers in MN. It aims to shape an initiative capitalizing on the use of cutting-edge technology to support a statewide "systems mapping and engagement process of stakeholders critical to big systems decision making on public investment in producing and keeping effective teachers in Minnesota schools. This effort will lead to a new understanding by public decision-makers of the teacher pathway eco-system and is unique across the nation.It seeks collaboration with education advocacy partners and the Minnesota Department of Education (MDE) to create a strong database and accountability tool that will capture the success rates of graduating and supporting teachers of color and American Indian teachers in the professional field and review results of current higher education teacher prep programs.

Minnesota College Access Network (MCAN): MCAN, one of the first college access networks developed in the nation, has the goal of increasing college enrollment and graduation among Minnesota students by significantly increasing programming and readiness efforts in Minnesota. Its work in expanding opportunities, network building, professional development, technical assistance, research and direct outreach has produced steady growth and success, stimulating new relationships and collaborative efforts around the state and reaching deeply into communities of color traditionally underrepresented in post-secondary education. Leading the way in innovative and culturally competent direct outreach, MCAN has distributed over 50,000 Academic Enrichment Guides since 2004 and has reaching thousands of students of color and their families with college-going information. MCAN coordinates the field on statewide efforts such as MN College Goal Sunday, MN Application Week and various P-20 initiatives related to college enrollment and success - all towards the goal of creating a Minnesota where every student has the resources, preparation and support needed to access the life-changing benefits of post-secondary education. Emerging Multilinguals Network (EML): MnEEP seeks to advance effective practices that help drive the academic success of students learning English while enrolled in Minnesota's public schools. This group is the fastest growing student population in the state. The EML initiative advocates for multilingual development integrated in school EL policies and practices, empower with knowledge and oversight for schools to practice with more fidelity to Minnesota's expectations as encompassed in the state's LEAPS Act in policy implementation, have communities trained, engaged and involved in school decision-making for EML students, and build up the public will for the importance of multilingualism as an asset to be cultivated as part of our state's education outcomes. In 2016-17 MNEEP worked collaboratively with the Coalition of Asian American Leadership to engage communities directly for recommendations to the state's Department of Education as it prepared its federal ESSA Implementation Plan which required for the first time a major accountability system for the academic success of English Language Learners.

Advocacy and Convening: MNEEP translates the outcomes of its research and convening into action by informing various decision makers of students, parents and community expectations and of objective data-informed policies. MNEEP staff have been advisors on key policy projects including: the MNSCU system's Diversity Initiative, Growth and Justice's "Smart Investments, Organizing Apprenticeship Project's "Legislative Report Card on Race Equity and the MN P-20 Council. MNEEP has been instrumental in advocating on behalf of communities of color in the State of Minnesota's NCLB Waiver which established growth measures for reducing the "achievement gap," i.e. racial disparities in academic outcomes. MNEEP's Education Race Equity Conference, a biannual gathering exploring best practices in educating students of color, is well known and heavily attended by community advocates, educators and leaders from across the state. The February 2016 conference had over 400 Minnesotans engaged in several educational best practices workshops delivered by local schools, colleges and community based organizations. MNEEP surveys showed that overwhelmingly respondents learned something new from sessions that can be applied to their education settings.

Research - MNEEP's primary research activity involves publishing the State of Students of Color and American Indian Students in Minnesota Report, a unique and important report that captures the academic outcomes of students of color in Minnesota. The latest report was issued in February, 2016. Reports from 2006-2012 have been directly shared with over 4,000 stakeholders in the community. Additionally, policy work includes a policy brief issued in 2016: "The Need for Ethnic Studies Curricula in Minnesota Schools"This work is guided by MNEEP's Research Collaborative Table (RCT), a one-of-a-kind multi-racial state-wide collaboration of researchers, policy analysts and activists from various schools, colleges and cultural communities. MNEEP Research now includes an MNEEP Race Equity Fellowship training model for emerging researchers and policy analysts in education equity policy development. Fellows support program networks with insights on data analysis, research, and education equity practices. MNEEP Fellows are also guided to produce MNEEP Policy Briefs on distinct race equity in education issues (see Policy Brief examples above). Since 2012, MNEEP has had over 7 Race Equity Fellows thus far.
