ReturnReference Explanation
Part I, Line 2 - Grantmakers Explanation For Monitoring Use of Funds Outside US Thorough due diligence is conducted in advance of funding to determine whether a group will be an appropriate grantee. Potential recipients are required to provide proof of tax status and/or registration documents and their organizational documents. All grantees are notified of the terms and conditions of each grant should it be awarded and grantees indicate acceptance by signature. All international grants are restricted to a clearly charitable purpose and must be used exclusively for activities conducted outside of the U.S. All grantees receive a written grant agreement, and by accepting payment the grantee agrees to the conditions of the award. For Expenditure Responsibility grants, reports are required for each fiscal year in which the grant monies have been received or spent. Reports must address (i) use of the grant funds, (ii) compliance with the terms and conditions of the grant, and (iii) progress toward achieving the grant's purpose(s). The reports are reviewed to confirm that all of the funds have been used for charitable purposes and whether all of the funds have been expended. A final report must indicate full expenditure and accounting for all grant funds, or no additional grants will be approved for the reporting organization. For other international grants, progress reports are required nine months after the grant has been awarded.
