PART I, LINE 2: THE ALLOCATION TO AGENCIES FOLLOWS A PROTOCOL AS ESTABLISHED UNDER THE DESCRIPTION OF THE ALLOCATIONS COMMITTEE IN THE UWCC BYLAWS ARTICLE VIII, SECTION 3. IN SUMMARY, THE COMMITTEE CONSISTS OF NOT LESS THAN 12 MEMBERS, ONE-THIRD OF WHOM COME FROM THE BOARD OF DIRECTORS. AGENCIES APPLY ANNUALLY ON THE APPROVED ALLOCATIONS REQUEST FORMAT. THIS IS COMPLETED BETWEEN THE MONTHS OF MARCH AND APRIL. AGENCIES APPLY FOR PROGRAM FUNDING. THE GRANT APPLICATION INCLUDES NARRATIVE AS WELL AS FISCAL INFORMATION; ALSO THE MOST RECENTLY COMPLETED IRS FORM 990 AND AUDIT COMPLETED BY A CPA FIRM. IN MAY THE COMMITTEE REVIEWS AGENCY REQUESTS AND DETERMINES RECOMMENDED AMOUNTS TO BE ALLOCATED, BY PROGRAM, FOR EACH AGENCY. THE RECOMMENDATION THEN GOES TO THE UWCC BOARD FOR APPROVAL AT THE END OF JUNE. FOLLOWING APPROVAL, AGENCIES ARE NOTIFIED OF THEIR FUNDING FOR THE YEAR BEGINNING JULY 1ST AND CONCLUDING JUNE 30TH THE FOLLOWING YEAR. EACH MONTH (ON THE 1ST) AGENCIES RECEIVE 1/12TH OF THEIR TOTAL FUNDING. CHECKS ARE SENT ON THE 1ST OF EACH MONTH. MID-YEAR (IN JANUARY) AGENCIES ARE REQUIRED TO SUBMIT A WRITTEN NARRATIVE ON PROGRESS OF EACH FUNDED PROGRAM. THIS INFORMATION, ALONG WITH THE INFORMATION SUBMITTED AT ALLOCATIONS TIME, IS USED FOR ONGOING MONITORING OF THE PROGRAMS, AS WELL AS KEEPING CONTROL OF AGENCY FISCAL INFORMATION. ALL PROGRAMS FUNDED BY THE UWCC MUST FIT WITHIN THE PRIORITIES FOR ALLOCATION OF RESOURCES THAT IS DETERMINED BY A COUNTYWIDE NEEDS ASSESSMENT AND SELECTED THROUGH A PROCESS THE UWCC BOARD AND ALLOCATIONS COMMITTEE COMPLETE EVERY 3 TO 5 YEARS. ALL ORIGINAL RECORDS ARE MAINTAINED ON PREMISE AT THE UWCC OFFICE, 50 CLINTON AVENUE, CORTLAND, NEW YORK.
