FORM 990 - ORGANIZATION'S MISSION THE OKLAHOMA ENGINEERING FOUNDATION IS AN ORGANIZATION OF ENGINEERS, EDUCATORS, AND INDUSTRY AND COMMUNITY PARTNERS COMMITTED TO FURTHERING STEM (SCIENCE, TECHNOLOGY, ENGINEERING AND MATH) EDUCATION IN OKLAHOMA, PRODUCING STEM PROFESSIONALS, AND EMPLOYING THEM IN OKLAHOMA.
FORM 990 MAY 2019 COSTEMA RECEIVED 501C3 STATUS AND WILL FILE ITS OWN FORM 990 FOR 2019 REPORTING THE COSTEMA GRANTS AND EXPENSE. THE COSTEMA CHECKING ACCOUNT WAS TRANSFERRED TO THIS ENTITY IN 2019.
FORM 990, PART III PAGE 2, LINE 4A THE OKLAHOMA ENGINEERING FOUNDATION PROVIDES SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH (STEM) EDUCATION OPPORTUNITIES TO MIDDLE AND HIGH SCHOOL STUDENTS WHILE ALSO ENCOURAGING HIGH SCHOOL SENIORS TO PURSUE AN ENGINEERING DEGREE AT OKLAHOMA COLLEGES AND UNIVERSITIES THROUGH THE OEF SCHOLARSHIP PROGRAM. THE OKLAHOMA ENGINEERING FOUNDATION (OEF) HOSTS AND SPONSORS THREE PROGRAMS: MATHCOUNTS, ENGINEERING FAIR, AND FUTURE CITY AND PROVIDES SCHOLARSHIP AWARDS EACH CALENDAR YEAR. OEF HOSTS 5 REGIONAL MATHCOUNTS COMPETITIONS AND ONE STATE COMPETITION AND ALSO SPONSORS THE WINNING TEAM (A TOTAL OF 4 STUDENTS, ONE COACH, 2 MATHCOUNTS STATEWIDE CHAIRS, AND ONE MATHCOUNTS STATEWIDE COORDINATOR TO THE NATIONAL COMPETITION). THE MATHCOUNTS COMPETITION SERIES PROVIDES 6TH THROUGH 8TH GRADE STUDENTS THE OPPORTUNITY TO SOLVE HIGH LEVEL MATH PROBLEMS ON AN INDIVIDUAL AND TEAM BASIS. OEF IS WORKING TO INCREASE MATH LITERACY AMONG ALL STUDENTS THROUGHOUT THE STATE, AND MATHCOUNTS IS ONE AVENUE TO ENSURE STUDENTS HAVE SOLID MATH FOUNDATION AT THE MIDDLE SCHOOL LEVEL. IN ADDITION TO INCREASING MATH LITERACY, MATHCOUNTS ALSO PROVIDES PROBLEM SOLVING, COMMUNICATION, AND TEAMWORK CONCEPTS TO EACH PARTICIPANT. THE MATHCOUNTS COMPETITION SERIES IS A NATIONAL PROGRAM STARTED BY THE NATIONAL SOCIETY OF PROFESSIONAL ENGINEERS AND LATER DEVELOPED INTO ITS OWN FOUNDATION. WITH THE ASSISTANCE OF COMPETITION MATERIALS, OEF IS SOLELY RESPONSIBLE FOR THE COMPETITIONS WITHIN OKLAHOMA. THIS PROGRAM GIVES ACADEMIC STUDENTS A CHANCE TO DEMONSTRATE THEIR MATH SKILLS AND BECOME "MATHLETES" WITHIN THE COMPETITION SERIES. EACH SCHOOL IS ALLOWED ONE OFFICIAL TEAM OF FOUR STUDENTS AND UP TO SIX ADDITIONAL INDIVIDUAL COMPETITORS FOR THEIR DESIGNATED REGIONAL COMPETITION. STUDENTS COMPETE IN SEVERAL ROUNDS OF MATHEMATIC WORD PROGRAMS USING EVERYDAY SITUATIONS. TO DETERMINE THE INDIVIDUAL RANKINGS FOR THE COMPETITION, THE TOP 10 STUDENTS ARE CHOSEN TO COMPETE IN A COUNTDOWN ROUND WHERE STUDENTS FACE EACH OTHER ONE-ON-ONE TO SEE WHO CAN ANSWER THE MOST QUESTIONS CORRECTLY, HAVING 45 SECONDS PER QUESTION. THE WINNING TEAMS IN THE REGIONAL COMPETITION AND THE TOP FOUR INDIVIDUAL PARTICIPANTS, FROM A NON-WINNING TEAM, ADVANCE TO THE STATE COMPETITION. THE STATE COMPETITION FOLLOWS THE SAME FORMAT AS THE REGIONAL COMPETITION WITH THE EXCEPTION THAT THE TOP FOUR INDIVIDUAL PARTICIPANTS (NOT TEAM) GO TO THE NATIONAL COMPETITION. ADDITIONALLY, INDIVIDUAL MATHLETES WHO SCORE WELL ON THE WRITTEN EXAM AND DURING THE COUNTDOWN ROUND ALSO HAVE A CHANCE TO ADVANCE TO STATE IF THERE IS SPACE TO ACCOMMODATE THEM AT THE DESIGNATED STATE COMPETITION VENUE. IN 2015, OEF WAS ABLE TO OFFER AT LEAST TWO ADDITIONAL HIGH PERFORMING STUDENTS FROM EACH REGION THE OPPORTUNITY TO ATTEND THE STATE COMPETITION IN AN EFFORT TO PROVIDE ADDITIONAL LEARNING OPPORTUNITIES AND COMPETITION AMONG ALL ADVANCING MATHLETES. THE ANNUAL OEF ENGINEERING FAIR INTRODUCES STUDENTS TO THE WORLD OF ENGINEERING, PROJECT MANAGEMENT, INNOVATION, AND ROBOTICSALL FUNDAMENTAL ELEMENTS OF A SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH (STEM) EDUCATION. HISTORICALLY, THROUGH A TOTAL OF SEVEN UNIQUE COMPETITIONS, STUDENTS ARE GIVEN THE OPPORTUNITY TO BUILD, CREATE, INNOVATE, AND ENGINEER PROJECTS - PUTTING HANDS-ON EXPERIENCES WITHIN THEIR GRASPS. FAIR CONTESTS ARE: BRIDGE BUILDING (BUILDING A BRIDGE FROM TOOTHPICKS AND GLUE AND LOAD TESTING IT TO SEE HOW MUCH PRESSURE IT CAN WITHSTAND), EIFFEL TOWER CONTEST, (BUILDING AN EIFFEL TOWER OUT OF PLASTIC DRINKING STRAWS), PING PONG BALL LAUNCHER, RUBBER BAND POWERED VEHICLE, AND WACKY WONDER WORKS (DESIGNING AND BUILDING A COMPLICATED MULTI-STEP MACHINE TO A SIMPLE TASK). OEF HOSTS AND UNDERWRITES THE ENTIRE EVENT, INCLUDING MUSEUM ADMITTANCE, CURRICULUM, MATERIALS, TRAVEL REIMBURSEMENTS (IF FUNDING ALLOWS), AND AWARDS. THROUGH THE SCIENCE MUSEUM OKLAHOMA ADMITTANCE PROVIDED BY OEF, STUDENTS ARE EXPOSED TO THE MULTITUDE OF STEM EXHIBITS AT THE SCIENCE MUSEUM OKLAHOMA, ALONG WITH ENGINEERING AMBASSADORS TO DISCUSS STEM EDUCATION/CAREER POSSIBILITIES WITH THE STUDENTS. EACH FALL OEF PROVIDES SCHOLARSHIP OPPORTUNITIES FOR COLLEGE SOPHOMORES ENTERING THEIR JUNIOR YEAR, WHICH IS TYPICALLY THE YEAR THE STUDENT BEGINS THEIR ENGINEERING PROFESSIONAL SCHOOL CURRICULUM. THE NUMBER OF SCHOLARSHIPS ARE DEPENDENT ON FUNDING AND THE NUMBER OF RENEWAL SCHOLARSHIPS CURRENTLY ON THE BOOKS. THE SCHOLARSHIP AMOUNT IS 1,000 EACH SEMESTER FOR 4 SEMESTERS. THE OEF SCHOLARSHIP ENDOWMENT IS MANAGED THROUGH THE OKLAHOMA CITY COMMUNITY FOUNDATION AND THE DISBURSEMENT FROM THE FUNDS IS USED TO COVER EXISTING AND NEW SCHOLARSHIPS. OEF UNDERSTANDS THE VALUE OF PARTNERSHIP. WE SUPPORT THE OKLAHOMA FUTURE CITY COMPETITIONS THROUGH THE EXECUTIVES DIRECTOR'S TIME HELPING TO PLAN, ORGANIZE, AND IMPLEMENT THE PROGRAM. OEF PROVIDES STEM EDUCATION RESOURCES FOR TEACHER WORKSHOPS THROUGH A PARTNERSHIPS WITH SCHOOL DISTRICTS AND THE CENTRAL OK STEM ALLIANCE. . OEF IS AN INTEGRAL PARTNER IN THE EFFORT TO CREATE A CENTRAL OK REGIONAL STEM ALLIANCE. THESE OPPORTUNITIES WILL FURTHER INCREASE THE ABILITY TO PROVIDE MORE STEM EDUCATION OPPORTUNITIES ACROSS THE STATE AND THE METROPOLITAN OKC AREA. FINALLY, IN AUGUST 2016, THE CENTRAL OKLAHOMA STEM ALLIANCE (COSTEMA) WAS DESIGNATED AS A REGIONAL SCIENCE, TECHNOLOGY, ENGINEERING, AND MATH (STEM) ALLIANCE BY GOVERNOR MARY FALLIN. THROUGH THE DESIGNATION PROCESS, OEF WAS IDENTIFIED AS A KEY ORGANIZATION TO THE SUCCESS OF THE REGIONAL PROGRAMS COSTEMA BUILDS. THE COSTEMA REGION COVERS ALL PUBLIC SCHOOLS THAT FEED INTO FRANCIS TUTTLE TECHNOLOGY CENTER AND METROTECHNOLOGY CENTERS, INCLUDING BUT NOT LIMITED TO OKLAHOMA CITY, EDMOND, CRESCENT, CASHION, MILLWOOD, WESTERN HEIGHTS, AND DEER CREEK PUBLIC SCHOOLS. OEF DOES NOT PROVIDE COSTEMA WITH FINANCIAL BACKING, BUT THE OEF EXECUTIVE DIRECTOR SERVES AS THE COSTEMA EXECUTIVE DIRECTOR AS THE STEM INITIATIVES AND PROGRAMS OFFERED BY BOTH ORGANIZATIONS INTERSECT. ALL DONATIONS RECEIVED BY OEF FOR COSTEMA PURPOSES ARE TREATED AS ANY GRANT WOULD BE WITH THOSE FUNDS DEDICATED TO COSTEMA PROGRAMMING NEEDS. COSTEMA PROVIDES TEACHER PROFESSIONAL DEVELOPMENT OPPORTUNITIES ALONG WITH ELEMENTARY THROUGH HIGH SCHOOL STUDENT-CENTERED PROGRAMS SUCH AS A CITY-WIDE KITE FESTIVAL, STEM EDUCATOR LEADERSHIP ACADEMY, AND A PRIVATE SCREENING OF HIDDEN FIGURES FOR HIGH SCHOOL FEMALES WITHIN THE REGION.
