The Development Corporation entered into an agreement with Northeast Council of Governments to provide management services. Northeast Council of Governments charges an administrative fee to the Development Corporation for the services it provides and expenses incurred on behalf of the Development Corporation. |

If the governing board determines that a conflict exists, the board member abstains from decisions as they are brought to the board agenda.
