OTHER PROGRAM SERVICES 4: Research and Data CollectionChildren Nows research program produces comprehensive reports, factsheets, infographics, and data-driven policy briefs on topics related to our program areas. We produce two marquee publications: 1) the California Childrens Report Card, which is the states most comprehensive report on childrens health, education, and well being, and provides up-to-date data on the status of Californias children, highlights outcomes disparities resulting from decades of institutional racism, addresses recent policy developments, and delivers research and data-driven recommendations for improving childrens well-being, and 2) the California County Scorecard of Childrens Well-Being, which provides policymakers and a diverse range of community leaders and other stakeholders a unique and consumable analysis with county and state level data, over time, by race and ethnicity, and relative to other counties. This interactive online advocacy and data tool provides a user-friendly interface so viewers can understand counties unique strengths and vulnerabilities in meeting childrens needs, as well as serious inequities in child well-being. The organization also released several research briefs and data profiles, including: an infographic (in English and Spanish) to highlight how the pandemic is affecting children and their families, and the steps the State can take to address many of these key issues; a factsheet and blog post analyzing the Preventive Services Report, a first-ever report from the state detailing how different populations of children and youth are accessing preventive care in Medi-Cal; data snapshots comparing Californias performance data (or lack of reporting) to the national median of Medicaid programs for young childrens preventive care covered under the important and comprehensive Early Periodic Screening Diagnosis and Treatment benefit; an issue brief documenting troubling trends in childrens utilization of preventive care and newly recently released state data showing that Medi-Cal health plans are failing to ensure Californias children and youth access to the basic preventive health services that are critical to promoting their overall health and well-being; a report highlighting local education agency planning during COVID-19; an issue brief focused on the rich diversity of very young children and their families in California as well as the systemic underinvestment in supports for infants and pregnant people that drives race- and income-based disparities in outcomes; an issue brief outlining how even though Medi-Cal coverage provides children and families a solid foundation to meet all their health care needs, for some families with children, including pregnant persons, this comprehensive coverage may be out of reach due to monthly payments, called premiums; and a report on the current data metrics collected by the State on childrens mental health and substance use, and the major gaps that must be closed to allow California to not only track its progress, but also be specific in the outcomes it seeks. Our marquee publications and numerous data reports and briefs are widely distributed to the general public, including all state and local policymakers, the media, service providers, coalition partners, and civic organizations. These research publications, as well as the outreach efforts, briefings, and widespread media coverage generated by their release, help motivate key stakeholders and policymakers to make childrens issues a top priority, both locally and at the state level. |
Form 990, Part VI, Line 11b: Form 990 Review Process |
The finance committee has the responsibility for reviewing the organization's form 990 (including all pertinent schedules) before it is filed with the Internal Revenue Service.- Once the finance committee has completed its review of the form 990, and conferred, they can choose to discuss with the preparer of the form 990 as needed and request copies of relevant workpapers as needed.- Based on the finance committee recommendations the preparer of the form 990 should make revisions to the form 990 as soon as possible to ensure that the form 990 is filed with the internal revenue service on a timely basis.- All of the questions, comments, and suggested revisions set forth by the finance committee will be documented, along with any responses from the preparer of the form 990, if applicable.- A copy of the form 990 with all attached schedules is provided to each voting member of the Organization's governing body (paper or electronic) prior to the filing with the IRS. |

The executive committee of the Board of Directors annually reviews conflict of interest forms to ensure that a director who has a potential conflict of interest refrains from participation in deliberations concerning the potential conflict.The operations leadership team annually reviews staff conflict of interest forms and alerts the president of any potential conflicts to ensure a staff member with a potential conflict has no substantive involvement in decisions related to the potential conflict. |

In an executive session at the Board's annual meeting, the Board reviews compensation of the President.The deliberations are contemporaneously documented by the chair of the board. Salary comparables are reviewed upon setting single or multiple-year compensation packages. The last review was conducted in 2020. |
