Schedule I, Part I, Line 2 Agency staff meet with clients to perform initial assessments of the clients' needs and determine eligibility for assistance within established criteria parameters. The Agency maintains management files, which include the above assessments and eligibility documentation. Direct financial assistance is primarily paid directly to the end recipient, such as the landlord or utility company, to ensure funds are used as intended by the grant.
