Schiff was 1st elected to Congress with the help of the Clintons. It was the most expensive Congressional campaign at the time. It was a Clinton-backed revenge campaign - revenge against Schiff’s predecessor, James Rogan, who’d played a big role in the impeachment of Clinton.
