Puerto Rico-U.S. Employment and Community Stabilization Act of 1993 - Amends the Puerto Rican Federal Relations Act to prohibit Puerto Rico from granting or providing any exemption or other benefit to any business or group of businesses that is a runaway business (which by doing business in Puerto Rico would have a substantial adverse impact on the employment or other working conditions of 25 or more of its employees in any State).
