GENERAL DEBATE - The Committee of the Whole resumed with the remaining thirty three minutes of general debate.
Mr. Hoyer raised a point of order against the content of the measure. Mr. Hoyer stated that the provision beginning on page 17 line 2 and ending on line five, directing the IRS to identify employees found deserving of cash awards and to make such cash awards, consitituted legislation on an appropriations bill and was, therefore, in violation of the rules of the house. The Chair sustained the point of order.
Mr. Hoyer raised a point of order against the content of the measure. Mr. Hoyer stated that the provisions contained in Sec. 108 of the bill beginning on page 19 line 22 through page 20 line 16, directing the Secretary of the Treasury to establish and administer a program requiring the payment of user fees for processing applications for certificates of label approval of distilled spirits, wine, and beer or malt beverages, constituted legislation on an appropriations bill and was, therefore, in violation of House rules. The Chair sustained the point of order.
