Commercial Motor Vehicle Safety Act of 1993 - Amends the Motor Carrier Safety Act of 1984 to require the Secretary of Transportation (Secretary) to initiate a rulemaking proceeding to prohibit a person from operating a commercial motor vehicle with an uncovered or unsecured open load on any street or highway.
