In lieu of the amendments now printed in the bill, the amendment in the nature of a substitute specified in part 1 of the report accompanying this resolution shall be considered as adopted in the House and in the Committee of the Whole. All points of order against the bill, as so amended, shall be waived. No other amendment shall be in order except those amendments printed in part 2 of the report accompanying this resolution, to be considered in the order and manner specified in the report.
