Mr. Moran raised a point of order against the content of the measure. Mr. Moran stated that the provisions contained in section 337 of the bill, relating to establishing an HOV-2 demonstration project on I-66 in Virginia, constituted legislation on an appropriations bill and was, therefore, in violation of clause 2, rule 21 of the Rules of the House. The Chair sustained the point of order.

The House position would provide for no funding for this project.
