Fair Pay Act of 1994 - Amends the Fair Labor Standards Act of 1938 to prohibit discrimination in payment of wages on the basis of sex, race, or national origin. Requires such nondiscriminatory equal pay for equivalent jobs with the same employer, unless the differential payment is made pursuant to a system of seniority, merit, or production quality or quantity based earnings.
