Child Support Enforcement Act of 1994 - Amends title IV (Aid to Families With Dependent Children) (AFDC) of the Social Security Act to require State laws to have in effect procedures for seizure of lottery winnings, settlements, and payouts and for the sale of forfeited property to pay child support arrearages.
