Parental Responsibility Act - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to require the Secretary of Health and Human Services to reduce the payments to States for AFDC benefits on a graduated basis according to the State's rate of failure in identifying the biological parents of children on AFDC.
