Designates David Kehl as the sixth of the minority employees authorized by the Legislative Pay Act of 1992 to fill an existing vacancy until otherwise ordered by the House of Representatives, and authorizes his gross compensation to be equal to the annual basic pay of level IV of the Executive Schedule, unless a lower rate is established by the Minority Leader.
